OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas: Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.
The OSCE Extra Budgetary project “Monitoring the Activities and the Legal Cases under the Competence of the Prosecution Prosecuting Cases Surrounding and Arising from the Content of the Unauthorized Interception of Communications" monitors the activities and legal cases surrounding and arising from the unauthorized interception of communications under the competence of the Special Prosecution Office (SPO).
To cover the operational needs of the last six-months of the project, the Unit seeks to hire a Rule of Law Officer on short term basis, for the period until end of February 2020.

Tasks and Responsibilities |

|
Under the direction and supervision of the Chief of Rule of Law Unit, the Rule of Law Officer within the ExB Project performs the following tasks in line with the principles of the OSCE trial monitoring methodology:
- Monitors all phases of the proceedings in the cases under the competence of the prosecution of cases surrounding and arising from the content of the unauthorized interception of communication, established by the Law on Public Prosecution Office for Prosecuting Criminal Acts Surrounding and Arising from the Content of the Unauthorized Interception of Communication (Official Gazette No.159/2015, hereinafter, ‘Special Prosecutor’) ;
- Liaises with officials at the Special Prosecutor’s Office, as well as other officials relevant for the performance of the tasks at hand, including but not limited to courts, Bar Association, judicial or prosecutorial institutions, Ministry of Justice, NGOs etc.;
- Monitors trials, sessions, public information events relevant to the cases at issue, with a particular focus on the fair trial rights, procedural fairness, effectiveness of justice and other commitments under the domestic and international procedural guarantees in place. Compiles immediate and periodic report of findings, which will be fed to a more comprehensive report;
- Conducts legal research on international and domestic legal standards relevant for the tasks. Briefs Mission Senior staff as appropriate;
- Supervises 3 national staff;
- Performs other duties assigned.

Necessary Qualifications |
|
|

Mandatory
- University education in law
- Minimum two years of field experience in a related professional area, including experience in the practice of law
- Significant work experience in criminal justice
- Knowledge of courtroom proceedings, criminal law, and international legal procedure standards and instruments
- Demonstrable organisational, analytical, communication and interpersonal skills
- Experience in drafting reports
- Advocacy, mediation and negotiation skills
- Experience in project management, including design and implementation
- Ability to operate windows applications, including word processing and e-mail
- Professional fluency in the English language
- Flexibility and ability to work under pressure and with limited time frames
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Possession of a valid driving licence.
Desirable
- Previous work experience in South-Eastern Europe and knowledge of the regional context
- Prior experience or professional exposure to criminal justice and international law
- Prior experience in trial monitoring.

Remuneration Package |

The incumbent shall be entitled to Board and Lodging Allowance (BLA) at the current daily rate of 113.00 EUR.
Social benefits will include participation in the Cigna medical insurance provided by the OSCE and the OSCE shall pay 50% as the employer’s share of your monthly premium.
The OSCE will cover life and accident/disability insurance.
