Background
The OSCE Presence develops and implements projects designed to help in strengthening the capacity of national and local authorities, as well as civil society organizations, in preventing and fighting trafficking in human beings, strengthening prosecution and assisting victims, through capacity building and promotion of good practices. The OSCE Action Plan to Combat Trafficking in Human Beings, involves inter alia the support in developing policies and legislation, capacity building for various institutions, including police, border-guards, judges, prosecutors, lawyers, social workers, labour inspectors. To achieve these commitments at the highest possible standard, the Presence often requires the expertise and services of qualified national and international experts who provide expertise to the Presence and the Albanian authorities in particular aspects of the complex human trafficking phenomenon., including legal analysis and research, drafting of action plans and other policy documents, development of training modules and training delivery.
To enrich its roster of experts and consultants, for contractual engagement the OSCE Presence in Albania calls for applications of qualified, experienced National and International experts in the field of Preventing and Combating Trafficking in Human Beings in particular in the following non-exhaustive list of key focus areas:
• Investigation, law enforcement and prosecution of human trafficking crimes;
• Identification and referral of victims and “persons-at-risk” of trafficking (in line with the Albanian Rational Referral Mechanism) and other related procedures; • Trafficking for forced labor and trafficking in the context of migration;
• Linkage between confiscation of criminal proceeds and compensation for victims;
• Application of non-punishment principles;
• Conceptualize, Develop and Deliver Training, Presentations regarding Trafficking in Human Beings;
• Research, Analysis and Presentation of international best practices in various aspects of Trafficking in Human Beings;
Necessary Qualifications and Requirements: • Advanced University Degree in Law, preferably in Criminal Law;
(a missing university degree in Law is possibly compensated by 4 additional years of experience in the particular field).
• A minimum 10 years professional and practical experience in one or more of the following capacities regarding the above mentioned focus areas:
o Researcher (preferred academically)
o Trainer
o Law-enforcement Officer
o Prosecutor
o Judges
o Victims’ advocate.
• Preferred experience in developing anti-trafficking instruments, such as drafting laws procedures, regulations addressing the trafficking detection mechanisms;
• Excellent facilitation and presentation skills, including the use of modern training and presentation methods
• Knowledge about OSCE anti-trafficking commitments, previous activities and initiatives may be of advantage.
Remuneration Package:
The Remuneration will be proposed by the OSCE upon submission of the particular Terms of Reference, based on the volume, duration and complexity of the particular consultancy and its deliverables, as well as on the required specific qualifications and experience of the consultant, based on the rates established by the OSCE Presence in Albania.

The OSCE Presence in Albania often requires the expertise and the support of NATIONAL and INTERNATIONAL consultants to provide expertise services (deliverables) in very specific areas. For this reason the OSCE Presence in Albania is keeping a ROSTER of candidates that have proven expertise, educational background and credentials in a specific area that might be needed by the Presence in the implementation of its programmes.
The ROSTER in this regard serves as a pool of qualified candidates, that have been (fully or partially) vetted as viable candidates in their field of expertise and that can be directly contacted to indicate their interest and availability.
Once a need for Expertise/Consultants in the OSCE PiA arises, candidates having been placed on the roster and matching the needed profile will be contacted by mail, including the specific “Terms of Reference” explaining the organisational setting of the temporary assignment, the specific Tasks and Responsibilities, as well as the start date and duration of the assignment, in order to express interest and availability for this particular assignment. It is up to the discretion of the OSCE Presence in Albania to then hold additional written test, directed more to the specifications of the particular consultancy, and to base the selection on additional interviews with potential suitable candidates.
Applicants’ successful placement on the roster indicates only that they have met the minimum qualification and skill for a particular area/field, and does not express or imply any guarantee of employment with the Presence. Once you are included in the roster, you may be after a certain time be contacted by e-mail to either confirm your continued interest in upcoming consultancies (including the submission of an updated CV), or you may choose to temporarily put on hold or permanently withdraw your roster candidature.
