Background
Short Term Assignment (STA) for Project/Programme/Administrative Assistants at the G4 or G5 level often arise in the OSCE Presence in Albania, with the need to fill a temporary post or a temporary vacancy as early as operational needs require. The STA is envisaged to last not more than 6 months and will not carry any expectation of extension or conversion to another type of employment. The OSCE Presence in Albania is keeping a ROSTER of candidates that potentially and generally qualify for one of these temporary “Assistant”-positions in order to create a pool of qualified candidates who have been (fully or partially) vetted as viable candidates through parts of the application process and can be directly contacted to indicate their interest and availability.
This call for interest aims to refresh and replenish the existing “ROSTER” of the OSCE Presence in Albania for Short term positions as “Project Assistant”, as “Programme Assistant” or as “Administrative Assistant". Those candidates fully having filled the OSCE Application Form and fully meeting the formal minimum requirements as per application form (education, experience) will then be invited to participate in a written test in order to qualify for being put on the ROSTER.
Once a temporary vacancy arises, candidates having been placed on the roster and matching the needed profile will be contacted by mail, including the specific “Terms of Reference” explaining the organisational setting of the temporary assignment, the specific Tasks & Responsibilities, as well as the start date and duration of the assignment, in order to express interest and availability for this particular assignment. It is up to the discretion of the OSCE Presence in Albania to then hold additional written test, directed more to the specifications of the particular post, and to base the selection on additional interviews with potential suitable candidates.
Applicants’ successful placement in the roster indicates only that they have met the minimum qualification and skill level for the position, and does not express or imply any guarantee of employment with the Presence. Duties and Responsibilities
While the composition of the specifically required tasks may vary, the tasks of a “Project Assistant”, a “Programme Assistant” or a “Administrative Assistant" may amongst other supportive tasks comprise:
• Undertake research, compile and proofread documents, prepare concept notes;
• Provide support to interactions and contribute to the development of a network of contacts with authorities, institutions and partner organisations for activities undertaken by the Department/Unit;
• Arrange appointments, oral translation at formal and informal meetings, take notes and prepare written summaries of meetings and the written translation of documents;
• Assist the supervisor in the implementation of the day-to-day project/programme in accordance with work plans, including the coordination of appointments, preparing presentation materials, maintaining the filing system;
• Provide logistic support for meetings, conferences, and training seminars as needed;
• Provide administrative support and responsible for procurement related issues and procedures as relevant;
• Provide support to consultants, experts and guests in accordance with accepted policies and procedures;
• Welcome visitors in person and receive, screen and deal appropriately with telephone calls, emails and other communications;
• Perform any other duties as assigned, depending on the positioning within the department.
Qualifications and Skills
• Secondary education supplemented by studies in business administration, accountancy or languages;
• Minimum three (3) years of work experience in international and/or national organizations or governmental institution;
• Strong computer skills and ability to operate Word, Excel and PowerPoint applications;
• Experience in organizing events;
• Organization and co-ordination skills, as well as office management and maintenance of filing systems;
• Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity;
• Excellent oral and written communication skills in English and Albanian.
Remuneration
According to the fixed OSCE salary scale, the current monthly remuneration for G5 is 823.17 EURO G4 is 733.83 EURO The remuneration for both mentioned post grades are subject to National Social Security deductions. OSCE salaries are exempt from taxation.
