Background:
Temporary vacancies for a Procurement Clerk G4, arise often in the OSCE Presence in Albania (“the Presence”), with the need to fill in the post as early as operational needs require. The Presence is refreshing and replenishing the roster for Procurement Clerk, G4 in order to create a pool of tested (in writing and orally) candidates to deploy as fast as necessary. Once a temporary vacancy arises, candidates matching the profile needed will be contacted. It will be upon discretion of the hiring manager to hold another short interview to test specific skills.
Tasks and Responsibilities:
Under the direct supervision of the Administrative and General Service Officer, the incumbent will perform the following tasks:
• Receives Purchase Requests (PR) from the Administrative and General Services Officer and creates, compiles and drafts Purchase Orders (PO) as required; prepares purchase orders for signature by authorized persons; drafts and dispatches letters of award to successful bidders; issues amendments as required;.
• Creates reports and monitors open PRs/POs and sends them to the supervisor;
• Carries out preliminary market surveys for purchase of goods in accordance with specifications received from requestors and confirmed by technical officers; studies supplier’s literature, trade periodicals and other available information material;
• Liaison between vendors, Presence’s Finance and material management unit;
• Performs the end of year closing procedure in Oracle or when appropriate;
• Maintains relevant product and suppliers catalogues, monitor local advertisements and identify emerging companies and products, updates vendors database;
• Maintains a filing system for the procurement requests, purchase orders, contracts and lease agreements for the Presence;
• Prepares, drafts and dispatches “Request for Quotations;
• Receives bids for tabulating technical details and prices, checks completeness of bid, verifies dates and requests additional details from suppliers, if necessary;
• In co-operation with technical experts, compares and evaluates bids; includes results in tabulated overview; recommends items to be purchased;
• Schedules and coordinates transportation out of the country, for the OSCE and Non OSCE staff, according to OSCE Rules and Regulations;
• Purchase tickets for the Official and Entitlement travels;
• Coordination on a daily bases with the Travel Agent, regarding the Official Travel Requests;
• Provides hotel booking for OSCE staff and visitors as required;
• Check the Invoices and match if they are according to the travel arrangements;
• Provides guidance or training to staff and management regarding travel policies and procedures;
Necessary Qualifications:
• Secondary education supplemented by studies in commerce or business administration;
• At least four years of work experience in a central or local governmental institution, international organization, and/or private enterprise, acquiring skills in analytical, reporting office organization and archiving;
• Experience in supporting organization of meetings, conferences and public events in as well as communicating with high level officials;
• Familiarity with Albanian institutions, central and local government and main political developments;
• He/she should be computer literate with practical experience in Microsoft Office (Oracle);
• Excellent oral and written communication skills in both English and Albanian.
• Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Must be an Albanian resident.
Remuneration:
According to the fixed OSCE salary scale, the remuneration is approximately 803 EURO, subject to National Social Security deductions. OSCE salaries are exempt from taxation.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
