- Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
- Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mandatory:
- Minimum of two years of relevant professional experience in Request for Information (RFI) process of military or civilian organization and conflict-related subjects
- Thorough understanding of all documents in the RFI Tracker and library
- Experience in design and implementation of information repository site upgrades
- Experience in operational planning
- Ability to work in a very dynamic and demanding work environment
- Proven ability and willingness to work in a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
- Demonstrated strong organizational and communications skills
- Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals
- Cultural sensitivity and political judgement
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
- Willingness to travel to conflict area
- Professional fluency in the English language, both oral and written
- Ability to operate Windows applications including word processing, PowerPoint, Access and email

Tasks and Responsibilities |
Initial duration of appointment/assignment for this post is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
Potential applicants should be aware that this is a non-family posting.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Under the guidance and supervision of the Senior Information Management Officer and in close co-operation with the Reporting and Political Analysis Unit, Operations Unit and Human Dimension Unit, the Request for Information Management Officer shall manage the RFI circular information request, guiding the RFI throughout the process in the Mission and developing a deep knowledge of its structure and of its activities. Specifically, the RFI Management Officer:
- Manages, co-ordinates, stores, disseminates and retrieves information available across the Head Office (HO) Units;
- Responsible for processing support requests/Requests for Information (RFIs) from the Operations Unit and Reporting, Analysis Unit, as well as from the other units in the field;
- Receives, validates and tracks incoming and outgoing support requests using RFI system software;
- Facilitates support requests from the Special Monitoring Mission to Ukraine's (SMM) HO representatives supporting the Information Management Cell (IMC);
- Assists in the screening, evaluation, and analysis of information from multiple sources to satisfy SMM needs;
- Presents briefings to Operations Unit (OPS) and Reporting and Analysis Unit (RAU) and monitors members on the processes used to submit support requests/RFIs to SMM;
- Develops and maintains Standard Operating Procedures for key workflows associated with the support request/RFI process;
- Conducts exhaustive database searches, extracts relative information, performs data entry, and possesses the ability to analyse collected data;
- Assists in the development, maintenance and upgrade of a common-use repository for SMM needs of information;
- Researches, develops, and synthesizes SMM information for RFI use;
- Performs other duties as requested.
