Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Previous work experience drafting reports in the field of human dimension, human rights and rule of law issues;
- Capacity to convey complex concepts and recommendations for different audiences in the form of briefing notes, presentations, talking points and reports;
- Previous work experience in editing, revising or managing the publication process for reports;
- Knowledge of international human rights standards and OSCE human dimension commitments;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into patrolling activities;
- Flexibility and ability to work under pressure and tight deadlines with minimal supervision;
- Cultural sensitivity and political judgment;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Professional fluency in the English language with the ability to analyse and communicate clearly and concisely;
- Ability to operate Windows applications, including word processing and e-mail.
Desirable:
- Experience of working in international organizations, operational missions or governmental agencies;
- Experience of working in conflict-affected or post-conflict contexts;
- Working knowledge of the Russian and/or Ukrainian language(s).

Tasks and Responsibilities |
The Mission, in line with the OSCE SMM Gender Equality Action Plan, is committed to improving the gender balance among staff in all areas and levels within the SMM. Currently female professionals are underrepresented within the SMM. Female candidates are therefore strongly encouraged to apply.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the supervision of the Head of Human Dimension Unit, as Reporting Officer in the Human Dimension Unit you will perform the following duties:
- Serving as the Unit's focal point for all reporting issues; liaising closely with the Mission's Reporting and Political Analysis Unit; representing the Unit for the purposes of the Mission's reporting cycle co-ordination;
- Co-ordinating, compiling, and reviewing the Unit's inputs to Mission reports, briefings analytical documents, presentations, talking points and statements;
- Drafting thematic reports based on the inputs gathered by the Monitoring Teams, in close co-operation with the subject matter experts within the Unit;
- Co-ordinating the publication process for the Unit's thematic reports, including by ensuring quality control of the Unit's outputs, in line with the Mission's reporting standards and mandate;
- Providing advice and guidance to Unit staff and colleagues in the Monitoring Teams in order to ensure submission of high-quality information and developing tools and standards to support the implementation of human dimension monitoring and reporting;
- Ensuring feedback and providing guidance on reporting by the Monitoring Teams, through the provision of training, in co-ordination with other units;
- Ensuring that information collected is properly documented and archived, in accordance with methods decided by the Head of Human Dimension Unit and in line with Standard Operating Procedures;
- Contributing to the integration of gender mainstreaming into human dimension monitoring and reporting;
- Keeping abreast of developments related to the human dimension work of the Mission;
- Performing other duties and assignments as required.
