Mandatory:

Strong Police/Military/Security/Risk Management background with sound experience of working with Security Plans and Warden System

Thorough understanding of security management policy, principles and practices in particular of contingency planning, warden systems, medical emergencies, fire protection/fighting measures, as well as organizational and general management concepts

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Possession of a valid driver's license and ability to drive standard Mission 4x4 vehicles

Tasks and Responsibilities |
Under the direct supervision of the Deputy Chief Division of Security and Safety, the Regional Security Officer is responsible for establishing and maintaining a safe environment for staff and visitors of the OSCE Regional Centre in Mitrovicë/Mitrovica and for safeguarding the premises and assets of the Organization both at the Regional Centre (RC) Offices and throughout the regional area of operations in northern Kosovo. The incumbent is expected to live in Mitrovicë/Mitrovica. To this end, the Regional Security Officer:

Plans work assignments, approves duty rosters, monthly schedules and overtime; assigns work and supervises the implementation of instructions to security guards/assistants working at the OSCE RC Mitrovicë/Mitrovica and sub-Offices (covering a determined geographical area) to ensure 24-hour security protection, seven days a week; calls regular meetings to brief staff on duties and performance standards to be adhered to; evaluates performance, endorses routine and specialized training, leads investigations of minor incidents and initiates action for major incidents;

Based on detailed instructions from the supervisor and on the provisions of the OSCE Mission-Wide Security Plan (OSCE MWSP), contributes to expanding the concept provided by UN Security applying to the segment of the geographical region covered by the OSCE RC Mitrovicë/Mitrovica, sub-Offices and programming areas of operation, including the evacuation of staff in emergency cases; arranges weekly meetings with International security interlocutors (UN Security, KFOR, EULEX and other international organizations established in the geographical area) for contingency planning purposes, situational awareness, information sharing and to review and update the Security Plan; discusses/evaluates and updates communication back-up systems if established communications systems fail; evaluates movement procedures; approves staff security clearances, trains Security Wardens and establishes quantities of essential supplies stored in the OSCE Office or a small warehouse in the geographical area;

Co-ordinates with the Fire and Safety Officer in the OSCE Headquarter (HQ) for the preparation of the annual schedule for fire inspections; studies the guidelines and briefs staff for fire evacuation; writes reports on fire incidents;

Performs management reporting tasks including, but not limited to, daily and weekly security situational reports, analytical and technical input provided in support of Security Risk Assessments conducted both regionally and Kosovo-wide;

Supervises 15 staff;

Performs other duties as assigned.
