Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Minimum of six years of professional work experience and track-record of excellence as a people manager, or in human resources; three years of which work in talent management, learning, leadership development will be highly desirable;
- Ability to supervise staff and motivate a team, and work in a deadline-driven environment;
- Demonstrated experience and success in designing and implementing talent development programs;
- Experience in an international organization, preferably partly in a mission environment;
- Experience in research, analysis and synthesis of data and production of reports;
- Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
- Ability to guide activities for positive organizational culture through appropriate programs and propose changes to related OSCE policies, staff instructions that relate to staff learning, development and welfare;
- Ability to identify issues, formulate opinions, present conclusions and offer recommendations;
- Ability to effectively communicate and advise managers on learning and development related situations;
- Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience with Microsoft applications.
Desirable:
- Working knowledge of Ukrainian and/or Russian language(s) is an advantage.

Tasks and Responsibilities |
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Under the supervision of the Chief, Learning and Development, as Regional Learning and Development Co-ordinator (Regional Training Centre in Kramatorsk), you will have the responsibility for the co-ordination and administration of a range of learning and development activities and projects as well as ensuring the development and maintenance of robust learning and development processes. You will manage a team of four mission members (Learning and Development Officers, S-2 level) and will be tasked with managing training administration, performance development's scheme arrangements, supporting provision of management information and the Centre's budget tracking.
More specifically, as Regional Learning and Development Co-ordinator (Regional Training Centre in Kramatorsk), you will be responsible for:
- Overseeing and contributing to the design, development, delivery and evaluation of learning and development programmes for mission members as per conducted needs' assessments in order to support mandate implementation;
- Together with the HR/Learning and Development Unit in Head Office, co-ordinating the preparation of an annual Regional Training Centre's Training Plan that addresses specific Mission training needs, strategic and job-specific training priorities, ensuring its alignment with the SMM Learning and Development strategy and various other Mission planning documents;
- Co-ordinating and delivering a range of training, learning and development activities and events including provision of updated event plans, arrangement of meetings and ensuring internal processes are established and delivered to set time- frames;
- Overseeing and arranging efficient logistical support, distributed course materials and training equipment for the Centre's training activities and events, co-ordinating procurement and finance requirements as well as maintaining close liaison with direct supervisors, internal trainers and participants on all phases of the training cycle;
- Developing and maintaining accurate and easily accessible records and processes for all the Centre's learning and development activities;
- Working closely with the SMM HR/Learning and Development Unit in ensuring maintenance of robust learning processes, enhancing online learning tools as well as supporting in designing administrative procedures for internal and external training activities;
- Providing advice and guidance to mission members on internal learning strategy, capacity building, Centre's Training Plan and activities;
- Delivering regular reports on activities, training records, statistics and internal data;
- Performing other duties as assigned.
