Background
     
    Under the direct supervision of the National Human Resources Officer and overall supervision of the Chief of Fund Administration Unit, the Recruitment and Training Assistant is responsible for assistance in the recruitment, HR training and related administrative procedures concerning human resources management in the Programme Office in Bishkek.
     
Tasks and Responsibilities
     
   

RECRUITMENT

Recruitment of national staff

  • Ascertains that the position vacancy is included in the current staffing table of the Mission;
  • Reviews submitted job descriptions, comparing them with Organizational Charts, suggesting changes if relevant, assists supervisors in improving job descriptions;
  • Reviews the terms of reference provided by the Departments, compiles and processes the vacancy notices internally and in the media;
  • Centralizes the applications from candidates establishes the long-lists of the candidates for Departments;
  • Organizes tests, interviews and selection panels;
  • Participates in the selection panels as a secretary, drafts reports;
  • Processes and informs candidates about the outcome of applications and recruitments.

Recruitment of international staff

  • Assists Department Heads and the management to compile Mission Specific Requirements and Tasks and Responsibilities for the post to be advertised;
  • Liaises with the Secretariat’s Recruitment Section regarding advertising of the post and nominations;
  • Informs Secretariat Recruitment Section about the outcome of the nominations;
  • Updates ORACLE/IRMA with recruitment status of international candidates.

PERSONNEL ADMINISTRATION 

  • Assists mission members in submitting the requests for temporary assistance staff and for experts to be contracted through SSA;
  • Processes the vacancy announcements and related recruitment activities for temporary staff, interns, experts/consultants.

TRAINING

  • Assists in planning and implementation of HR related trainings;
  • Organizes in-house training for national staff and enrols staff in training module in ORACLE (training sessions outside the Mission or in GO programmes);
  • Updates training calendar based on the training needs assessment;
  • Allocates equipment and space for the training sessions;
  • Prepares training material when required;
  • Updates mission’s Welcome Package;
  • Schedules mission’s Introduction Plan for newcomers.
     
Necessary Qualifications
     
   
  • High school diploma supplemented by specialised studies in administration;
  • Minimum 4 years work experience in administrative or HR functions;
  • Excellent written and oral communication skills in English and Russian. Oral communication skill in Kyrgyz language;
  • Computer literate with practical experience in Microsoft Office packages.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 812.33 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
