Background    
     
   

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, in particular with respect to minority rights throughout the country, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

 

Initial duration of appointment is for 24 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

 

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

 

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

     
Tasks and Responsibilities    
     
   

Under direct supervision of the Head, Human Resources Management and overall guidance of Director of Administration and Finance (DAF), the Recruitment Officer ensures effective delivery of a transparent competitive selection and recruitment process. The incumbent interprets and applies OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices applicable to identification, selection and appointment of candidates, designs and implements internal procedures or interview questionnaires and tests and also provides prospective candidates with guidance on employment terms and conditions of employment.

 

More specifically, the Recruitment Officer is responsible for:

 

  1. Supervising and co-ordinating the work of four Recruitment Assistants in the Head Office and co-ordinating recruitment activities of HR assistants and Administrative Officers deployed in Monitoring Teams;
  2.  Planning and executing recruitment activities and establishing priorities in accordance with the requirements of the hiring departments; ensuring compliance with OSCE recruitment policies and guidelines, including gender balance initiatives, geographical distribution, etc.;
  3. Advising Director of Administration and Finance and Head, Human Resources Management on succession planning and strategic recruitment; identifying recruitment issues/problems and formulating new internal policies and guidelines;
  4. Developing and participating in recruitment strategies to meet identified shortfalls, including recruitment and outreach exercises;
  5. Overseeing issuance of vacancy notices in conformity with classified job descriptions and advising on advertising;
  6. Screening and assessing applications, based on mandatory and desirable criteria and establishing long-lists and, in consultation with the hiring department, contributing with line managers, to shortlists of candidates to be invited for interview;
  7. Planning and participating in interview boards, formulating competency-based questions in co-ordination with the board members, overseeing creation of written exams, evaluating interviews and preparing interview reports;
  8. Overseeing reference checks and preparing job offers for successful candidates; following up on start dates and any salary issues;
  9. Generating a pool of competent candidates for SMM positions;
  10. Providing prospective candidates with guidance on the employment terms and conditions, and mission members on selection issues;
  11. Providing Programme Managers and other Mission staff with advice and guidance on the interpretation and application of Staff Rules and Regulations and other HR policies and procedures applicable to selection and recruitment, when necessary;
  12. Liaising with Mission departments on hiring requirements and overseeing recruitment of consultants under Special Service Agreements (SSAs) in conformity with relevant Staff Instructions; developing and maintaining roster of consultants, determining remuneration levels and preparing contracts; responding to general inquiries from the public concerning employment opportunities, terms and conditions of work; conducting research and data analysis, reporting etc.;
  13. When required, formulating and developing recruitment-related operating procedures and providing guidance on their implementation;
  14. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding citizenship of Ukraine;
  • First-level university degree in human resources, business administration, law, social sciences or related field;
  • Minimum of six years of professional experience in human resources administration, including recruitment and modern selection interviewing techniques, administration and HR management; including a minimum of two years in an international organization or a mission environment;
  • Ability to develop clear goals that are consistent with agreed strategies; identify priority activities and assignments; adjust priorities as required; 
  • Ability to identify issues, formulate opinions, present conclusions and offer recommendations;
  • Ability to work in a deadline-driven environment, to supervise staff and to motivate a team;
  • Established experience in research, analysis and synthesis of data and production of reports;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
  • Holding a valid driving license;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Ability to operate Windows applications including word processing and email;
  • Sound knowledge of the Mission mandate, activities and administrative matters would be an advantage;
  • Knowledge of and experience in using ERP (Enterprise Resource Planning) systems, preferably Oracle, is highly desirable;
  • Working knowledge of Ukrainian and/or Russian language(s) is an advantage;
  • Experience in working in Eastern Europe and/or knowledge of the region is desirable.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 4,929 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
