Background

 

 

 

 

 

 

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.

 

The Recruitment Unit, as part of the Talent Management Section of the Department of Human Resources, comprises ten staff members and is primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat and field operations and of general services staff, young professionals, temporary staff and consultants at the Secretariat.

 

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

 

The objective of the post is to deliver client-oriented, timely and accurate support to ensure the flawless administration of recruitment and selection procedures.

 

Under the general supervision of the Chief, Recruitment Unit and the direct supervision of the Recruitment Officer, the incumbent will be assigned to one of two teams within the Recruitment Unit and will perform the administrative steps in support of the recruitment of people working on various contractual arrangements.  

 

In particular, the incumbent will be responsible for:

 

  • Performing administrative tasks related to applications or nominations for vacant posts, including editing, updating, up-loading and circulating vacancy notices, supporting the screening of candidates, entering data records of candidates for specialized expertise and temporary assistance rosters;
  • Under the close supervision of senior colleagues, supporting the preparation and co-ordination of interviews by telephone, Webex, SONRU and/or in person;  preparing interview schedules and folders for board members, welcoming candidates, administering tests and checking educational credentials and references as required;
  • Preparing standard responses to enquiries with regard to vacancy notices, position requirements, selection criteria, selection procedures and other recruitment related matters; answering queries from candidates, Delegations and/or Ministries of Foreign Affairs (MFAs) regarding the status and/or acceptance of candidates, co-ordinating their availability and subsequent appointment, informing unsuccessful candidates respectively;
  • Checking the recruitment e-mail address on a daily basis, entering and updating records of candidates in the HR Oracle-based/ERP system and assisting in the preparation of recruitment related statistics when required;
  • Entering data, printing, filing, archiving, scanning and shredding documents;
  • Performing other related duties as required including replacing other colleagues during their absence.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

  • Completed secondary education supplemented by formal training in office administration;
  • A minimum of two years of relevant clerical/administrative experience;
  • Experience in human resources work, preferably in recruitment, human resources or talent management (recruitment, administration or staff development) either in the public sector, police/armed forces, private enterprises,  non-profit sector or international organizations;
  • Knowledge of the Organization’s staff regulation and rules, administrative and financial regulations would be an asset;
  • Established ability to work with figures, display accuracy and attention to detail;
  • Computer literate with practical experience in Microsoft applications;  knowledge of databases or ERP systems, such as Oracle, is an advantage;
  • Customer-oriented with strong administrative and organizational skills;
  • Professional fluency in English with good oral and written communication skills, knowledge of other OSCE working languages would be an asset;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

 

 

 

 

 

 

 

Monthly remuneration, subject to social security deduction, is EUR 2,741 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
