Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Recruitment Assistant with its main Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities
     
   

Under the overall supervision of the Head, Human Resources Management and direct supervision of the Human Resources Officer / Recruitment Officer, the incumbent is responsible to provide administrative support and assistance in recruitment and selection processes, represent HR in Interview Boards (IB) as IB Member and secretary of the Board, enter and maintain data of candidates, consultants hired by the Mission. The incumbent is also responsible to establish and maintain the filing system in the Recruitment section.

 

1. Provides support in staff recruitment and selection by:

 

  • Drafting vacancy notices for international and national positions in the SMM;
  • Assisting with vacancy notices by maintaining internal vacancy database, distributing vacancies issued to relevant addresses, updating and maintaining the internal report on the status of recruitment for open vacancies;
  • Maintaining e-mail account SMM-Recruitment@osce.org and responding to various inquiries from prospective applicants;
  • Collecting all applications for national contracted positions received through official e-mail compiling them with those received through the IRMA system and performing initial screening; distributing long-listed applications (national and international) to the respective hiring departments;
  • Liaising with hiring departments regarding composition of the interview Board, preparation of interview questions, written test and evaluation criteria, preparing interview schedule; answering queries regarding recruitment procedures;
  • Informing short-listed applicants of interview schedule time and place and making logistical arrangements including administering written tests; liaising with Interview Board members on their availability for an interview, preparing interview folders for Board members, ensuring completeness of candidates' interview documentation, setting up interview rooms and assisting with welcoming candidates; assisting in organizing interviews (in person, telephone/video);
  • Participating in Interview Boards as a representative of the HR Unit and a board member/secretary; drafting recruitment reports for further review of the interview Boards; preparing interoffice memorandums for the approval of the Head of the Mission;
  • Performing reference check for recommended candidates;
  • Contacting selected candidates, informing on the interview outcome; advising them on employment conditions, living conditions and accommodation, ensuring that all relevant documentation is completed and submitted in due time. Making arrangements for new staff members (ordering ID cards, network accounts, phones, etc).

 

2. Providing daily support to HR Assistants in the field offices to ensure that recruitment activities in the field are administered in accordance with the OSCE Staff Rules and Regulations; providing on-job trainings on recruitment and selection to HR Assistants in the field.

3. General administrative duties: coping, scanning, and printing various documents; maintaining and updating interview reports, recruitment files, correspondence and other relevant material; keeping records of reports received from the field; classifying and coding material being filed; ensuring availability of office supplies for the Section.

4. Performs other duties as assigned. Travels to field locations, if required.

     
Necessary Qualifications
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal studies in Administration, HR functions;
  • Minimum 4 years of experience in general administration, in particular personnel administration and recruitment matters preferably in an international environment;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Computer literate with practical experience in Microsoft Office applications;
  • Customer service oriented; ability to work in a confidential environment and maintain a high level of discretion;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Cultural sensitivity and judgment.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
