Background

Please note that this position is part-time (50%) and the initial appointment will be made on a fixed term basis for duration of 6 months.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management and training across the Organization.

 

The Recruitment Unit, as part of the Talent Management Section of the Department of Human Resources, comprises ten staff members and is primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat and field operations and of general staff, temporary staff and consultants at the Secretariat.

Tasks and Responsibilities

The objective of the post is to provide hiring managers across the Organization client-oriented and accurate first-level support, and to deliver timely and efficient administration of recruitment and selection procedures.

 

The successful candidate will work in one of two teams in the Recruitment Unit under the general supervision of the Chief, Recruitment Unit and the direct supervision of the Recruitment Officer. She/he will perform all administrative steps required to recruit fixed-term contracted and seconded staff, short-term appointments and interns. In particular, the successful candidate will be responsible for:

 

  1. Performing administrative tasks related to applications or nominations for vacant posts in both the General Service and Professional categories, including issuing and closing vacancy notices, supporting the screening and long-listing of candidates, preparing appointment and rejection letters and maintaining the roster for temporary assistance;
  2. Administering pre-testing and other forms of testing; preparing and co-ordinating interview boards, liaising with candidates and delegations and/or Ministries of Foreign Affairs regarding the status and/or acceptance of candidates and co-ordinating their availability;
  3. If required, participating in or acting as secretary to interview boards, preparing draft selection reports, checking references and educational credentials;
  4. Updating and maintaining records of candidates in the Oracle-based ERP system throughout the recruitment cycle from entering vacancy notices, screening and long listing candidates to final selection decisions;
  5. Preparing recruitment related reports and statistics when required;
  6. Responding to enquiries from participating States and candidates related to ongoing  and completed recruitment processes and recruitment related matters;
  7. Performing other duties as required.

Necessary Qualifications

  • Completed secondary education;
  • A minimum of three years of relevant clerical/administrative experience, preferably human resources, concretely in recruitment or talent management, gained either in public service, police/ military, private enterprises, the non-profit sector or international organizations and/or a multi-cultural environment;
  • Organizational and planning skills;
  • Ability to work in a confidential environment, to maintain impartiality and a high level of discretion;
  • Established ability to work with figures, and to display accuracy and attention to detail;
  • Professional fluency in English with excellent drafting and communication skills; working knowledge of another OSCE languages would be an asset;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience in Microsoft applications; knowledge of ERP systems such as Oracle would be beneficial;
  • Knowledge of the Organization’s staff regulation and rules, administrative and financial regulations would be an asset.
