Background
     
   

In November 2017 the Kyrgyz Republic joined "Open Government Partnership" initiative (OGP). The OGP is a multilateral initiative formally launched 20 September, 2011 that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. In the spirit of multi-stakeholder collaboration, OGP is overseen by a Steering Committee including representatives of governments and civil society organizations. To become a member of OGP, participating countries must endorse a high-level Open Government Declaration; deliver a country action plan developed with public consultation, and commit to independent reporting on their progress going forward.

To implement the above, the establishment of the OGP Secretariat is mandatory in all countries that joined this international initiative. Responding to the request of the Office of the Government of the Kyrgyz Republic the OSCE Programme Office in Bishkek will provide the Kyrgyz Government with support in establishing of the Secretariat of the "Open Government Partnership” initiative.

The purpose of creating the Secretariat is to organize a single center for coordination of initiatives and activities within the framework of the OGP. In particular, the Secretariat will collect and consider applications and proposals, organize platforms for the Government of the Kyrgyz Republic the civil sector to discuss and develop a national Action Plan. The Secretariat will consist of four experts: Head of the Secretariat, Assistant to the Secretariat and two experts. The Secretariat of the "Open Government Partnership" will be located in the Government Office of the Kyrgyz Republic.

Objective

Within the project one Public Relation (PR) Expert responsible for PR and media support of the initiatives and events within the OGP framework will be hired for the OGP Secretariat.

     
Tasks and Responsibilities
     
   
  1. Develop a Communication Strategy of the OGP Secretariat;
  2. Regularly organize PR campaigns and events in accordance with the Communications Strategy of the OGP Secretariat;
  3. Establish and maintain good working relations with Mass Media;
  4. Prepare press releases on the activities/events of the OGP Secretariat in order to update the publicity on developing of the National Action Plan on OGP and on its implementation processes;
  5. Maintaining the OGP website of the Kyrgyz Republic on a weekly basis.

Deliverables

  1. Communication Strategy of the OGP Secretariat;
  2. Proper and on time coverage of the Secretariat’s activities and its initiatives in the media.
     
Necessary Qualifications
     
   
  • Higher education in journalism or marketing;
  • At least 5 years of experience in the field of public relations;
  • Availability of working contacts with Mass Media;
  • Experience in developing Communication strategy, PR programs and Media plans;
  • Good knowledge and skills in writing articles, reviews and press releases;
  • Knowledge of Russian, English and Kyrgyz is compulsory.
