General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • University education in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
  • Very good organisational skills
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • At least three years experience in Project Cycle Management to include project design, implementation, reporting and evaluation;
  • Experience in writing project proposals;
  • Knowledge of evaluation methods tools and approaches (including quantitative, qualitative and participatory;
  • Experience in planning and implementing Monitoring and Evaluation (M&E) systems;
  • Experience in reviewing, analysing and summarizing assessments and evaluation findings;
  • Strong analytical, organisational and planning skills;
  • Strong drafting, presentation and communications skills;
  • Ability to prioritise and handle multiple tasks under tight deadlines;
  • Strong facilitation, interpersonal, motivational skills;
  • Demonstrated coaching and mentoring skills;
  • Ability to operate in cross-cultural environment requiring flexibility;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in written and spoken English;
  • Ability to operate windows applications including word processing and e-mails.

 

Desirable:

  • Experience in training;
  • Experience in facilitating Management and electronic I learning oriented sessions with multiple stakeholders;
  • Ability to operate a Project Management database/software;
  • Experience in budget management.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Deputy Head of Office of Central Co-ordination, the Project/Programme Evaluation Officer will be tasked with:

 

  1. Co-ordinating Mission’s wide Monitoring and Evaluation (M&E) processes and identifying lessons learned to improve current M&E practices and tools; developing, as required, specific Terms of References for designing and implementing baseline and evaluation studies and acting as the Mission’s Focal Point for M&E;
  2. Identifying and supporting the development of key performance questions, key indicators and targets to assess and improve the efficiency and impact of Mission’s programmes, including through regular review of existing social and economic data to be used as a baseline for impact evaluation and future programming of the Mission;
  3. Co-ordinating and supporting ex-ante programme/project evaluations and sharing findings with programme departments and senior management;
  4. Collecting, compiling and analysing project and other programme reports prepared by Mission’s departments and preparing consolidated progress reports for the senior management; regularly reviewing monitoring and project reports and analysing them to identify the causes of potential bottlenecks in project implementation;
  5. Fostering participatory planning and monitoring by training and involving relevant Mission’s staff  in M&E of activities; providing training in M&E for project managers;
  6. Providing advice and assistance to programme/project managers on project proposals’ development; reviewing project proposals prepared by the departments to ensure adherence to  Project Cycle Management standards, Mission’s internal guidelines and standard operating procedures related to project management as well as Mission’s strategic priorities and requirements;
  7. Reviewing Extra Budgetary (ExB) project proposals to ensure that OSCE rules and standards on these are fully upheld and donors’ reporting requirements are met; maintaining accurate archive of all ExB projects related documentation;
  8. Performing other duties as assigned.
