Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of extra-budgetary funds.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. The Department contributes to the implementation of the OSCE’s counter-terrorism commitments by providing support to the Chairmanship-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues.

TNTD/ATU also assists participating States with implementing their relevant commitments in this area, as defined by relevant decisions, and acts on requests from participating States to assist in enhancing their capacities to respond to current and emerging terrorist threats. TNTD/ATU supports the work of relevant UN bodies and enhances co-operation with external partners and other regional organizations in preventing and countering terrorism. TNTD/ATU currently comprises 10 staff members.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of Deputy Head of Unit, the successful candidate will be tasked to manage and implement a multiyear extra-budgetary project on combatting the financing of terrorism, including the following duties:

  1. Leading, co-ordinating and directing the development, implementation, monitoring and evaluation of the extra-budgetary project including identifying areas of activities; preparing project proposals and defining implementation modalities and action plans; forecasting expenditures and revising budgets; obtaining funding; preparing financial reports; proposing corrective actions; dealing with public information issues; ensuring timely payment of expenditures;
  2. Providing support in co-ordinating, facilitating, monitoring and evaluating the effective use of resources and assets, including oversight of the work of expert consultants, temporary and fixed term staff involved in the implementation of the project and project components;
  3. Collecting and compiling information relevant to the project from various sources; preparing project files and reports;
  4. Providing ad-hoc reports and suggesting courses of action to the Head of Unit through the Deputy Head of Unit on issues related to the project and activities under consideration or implementation;
  5. Performing other related duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in humanities, social sciences or a closely related field;
  • A minimum of six years of relevant professional experience in international affairs; previous experience with OSCE or other international organizations, especially in project management is an asset;
  • Practical experience in working for or in co-ordination with the UN system or other international organizations;
  • Experience in multilateral affairs, project co-ordination and implementation is highly desirable; experience in anti-terrorism-related technical assistance programmes and projects would be a distinct asset;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, whilst remaining impartial and objective;
  • Ability to operate Windows applications including word processing, internet and other software applications.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,488, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
