Please note that this is an extra-budgetary position. The initial contract will be for the duration of one year, with the possibility of extension subject to budget availability.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of the Project Co-ordinator, the Project Officer shall perform the following functions and duties:
- Advising programmatic Departments in the development of project concept notes, project proposals and related documents, in line with international good practices in project management, including the OSCE Project Cycle Management guidelines;
- Reinforcing the capacity of programmatic staff across ODIHR for project planning, management and monitoring;
- Developing and maintaining the ODIHR Project Monitoring System;
- Providing guidance and support for the preparation and implementation of project and programme evaluations;
- Performing other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- First-level university degree in International Relations, International Development, Project Management or another related field;
- At least six years (full-time equivalent) of progressively responsible and relevant professional experience in the field of project management, including project design, monitoring and evaluation in the field of democracy and human rights in an international environment;
- Active use of project monitoring systems and measuring progress against planned objectives in daily work, including experience in hands-on management of a broad portfolio of projects at a distance (outside the home country) of various sizes, including decision-making experience, and cooperation with international organizations at the field and headquarters level;
- Demonstrated use of Project Cycle Management, good knowledge and application of the Logical Framework, Theory of Change and other approaches to project design and management;
- Experience in designing and delivering training on aspects of Project Cycle Management;
- Good understanding of the specificity and sensitiveness of activities in the field of Human Rights, Democratization, Tolerance and Non-Discrimination, Roma and Sinti and Elections;
- Excellent oral and written communication skills in English; working knowledge of other OSCE languages is an asset;
- Computer literacy with practical experience in Microsoft applications and internet;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration is approximately EUR 5,008 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
