The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The OSCE's 2014 Basel Ministerial Council Declaration No. 8 tasked ODIHR to: offer to participating States best practices on efforts to counter anti-Semitism, including by consulting civil society, to effectively identify and address contemporary manifestations of anti-Semitism; facilitate the exchange of best practices among participating States on educational initiatives and other measures to raise awareness of anti-Semitism and overcome challenges to Holocaust education; and promote dialogue and strengthen the capacity of civil society to foster mutual respect and understanding in order to advance the cause of co-operation between different communities.
The Office is now implementing the Turning Words Into Action to Address Anti-Semitism project, funded by extra budgetary contributions from the Federal Republic of Germany, to strengthen the capacity of OSCE participating States and civil society to prevent and respond to contemporary anti-Semitism. The project has three components dealing with security, education and coalition-building respectively.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the general supervision of the Project Manager, the Project Officer will perform the following functions:
- Organizing meetings, seminars, workshops, roundtables and conferences with a focus on anti-Semitic hate crime and security of Jewish communities;
- Assisting in the organization of needs assessments missions to produce reports on the human rights situation for Jewish in relevant participating States;
- Conducting research and analysis on human rights, tolerance and non-discrimination issues including anti-Semitism and hate crime;
- Preparing, organizing and implementing project activities with a specific focus on the project security and coalition-building components;
- Overseeing all financial, administrative and organizational activities related to the security component of the project;
- Preparing talking points, speeches and background materials;
- Performs other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- First-level university degree in human rights, international relations, development studies or education;
- At least 6 years (full-time equivalent) of relevant professional experience in the field of human rights and/or anti-discrimination and/or hate crime/security;
- Demonstrated experience in project management and monitoring of projects, in particular donor-funded projects;
- Proven experience of working in coalitions, with implementing partners or sub-grantee civil society organizations;
- Knowledge of the varying forms of anti-Semitism across the OSCE area, and how it affects communities, is an advantage;
- Proven experience in facilitating workshops;
- Excellent analytical, drafting and research skills;
- Ability to work with minimal supervision, under time pressure and with tight deadlines;
- Ability to establish and maintain effective working relations with people of different national and cultural backgrounds;
- Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability to operate Windows applications, including word processing and e-mail;
- Excellent oral and written communication skills in English; knowledge of French, Russian and/or German is desirable; knowledge of other official OSCE languages would be an asset.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 5,000. OSCE salaries are exempt from taxation in Poland.
Appointments are made at step 1 of the applicable OSCE salary scale.
Travel expenses will be covered by ODIHR according to OSCE travel policy.
