General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Knowledge of International police standards and human rights;
Good drafting skills and the ability to tailor reports and presentations to the needs of a specific audience and ability to compile and analyse information;
Negotiating and interpersonal skills;
Professional fluency in English including excellent oral and written communication skills; knowledge of other OSCE official working languages would be an asset.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
First-level university degree in security studies, law, political science, politico-military (military academy or civilian equivalent), and/or management or a related field;
Six (6) years of progressively responsible professional experience in the field of Small Arms/Light Weapons, Stockpiles of Conventional Ammunition (SALW/SCA) management, including demilitarization, preferably in an international environment;
Proven experience in project management and implementation within the SALW/SCA;
Proven ability to use tact and discretion in interactions with delegates and officials from governments, international organizations and NGOs.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Experience in the field of politico-military affairs in relevant national and international agencies;
Experience in the following areas: strategic development and planning; programme management, staff supervision, monitoring and evaluation;
Demonstrated understanding and experience of the comprehensive approach to security and the concept of inclusive security;
Good understanding of policy matters in relation to the SALW/SCA management of the host country;
The ability to operate Microsoft Office applications, including word processing and email;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
Experience in working with host country authorities, civil society and other relevant international partners;
Knowledge of political developments within the region, including the legislative framework as it applies to armed forces reform issues in Montenegro;
Knowledge of the key OSCE commitments in the Politico-military dimension;
Working knowledge of the local languages is desirable.
Tasks and Responsibilities
Please note that this position is funded under an Extra-Budgetary (ExB) project on Mitigation of Safety and Security Risks related to SALW/SCA in Montenegro, which end on 31 August 2023. The contract will be issued for 12 months period and extended subject to satisfactory performance.
The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and in further strengthening democratic development in line with the OSCEs commitments and principles. In line with its mandate, the Mission works with the national and local authorities, civil society and the media in the following areas: election administration reform, parliamentary reform, combatting corruption and organized crime, judicial reform, law enforcement and security sector reform, strengthening human and minority rights, building media professionalism, promoting economic development and environmental protection.
Under the direct supervision of the Security Co-operation and Governance Programme Manager, should you be selected, you will be responsible for liaising with officials from the Ministry of Defense and the Armed Forces of Montenegro, and where applicable with other security agencies in order to offer strategic, operational and tactical Small Arms/Light Weapons, Stockpiles of Conventional Ammunition (SALW/SCA) management advice/assistance. You will perform the following specific duties:
Managing of the SALW/SCA related projects and where applicable revising a/o development of new projects;
Monitoring, evaluating and providing ongoing support to the process in establishing international good practice of the Montenegrin SALW/SCA Programme, especially through identifying and addressing capacity-building needs among managerial and programmatic staff;
Making recommendations to the Ministry of Defense and Armed Forces of Montenegro, and where applicable to the national commission on the SALW and other law enforcement and security agencies on developing and implementing national strategies and annual action plans;
Managing all relevant training activities and/or specialized assistance provided within the areas of the SALW/SCA;
In support of the supervisor and the team, identifying and addressing structural needs in the performance and accountability of the Montenegrin counterparts through strategies, organizational change processes, legislation and institutional development; analyzing the implementation of the Missions Security Co-operation and Governance programme;
Ensuring timely reporting on activities in accordance with planning documents, in particular progress and/or lack of progress and providing regular reporting to the Programme Manager on relevant policing matters;
Developing and maintaining strong working relations with senior officials from: the government and other relevant national authorities, representatives from NGOs and wider civil society, and the international community, in order to co- ordinate assistance programmes;
Ensuring that all aspects relating to gender mainstreaming are included in the advice provided to local partners and in the delivery of projects developed and implemented within the programme;
Directly supervising two (2) local mission members;
