The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
According to its mandate, the OSCE Programme Office in Bishkek (POiB) develops, implements and reports on programmatic activities in all three dimensions of the OSCE previously agreed upon in the framework of a consultative mechanism between the Ministry of Foreign Affairs of the Kyrgyz Republic and the OSCE PoiB.

Tasks and Responsibilities |

|
|
|
|
Under the supervision and guidance of the Head of Politico-Military Department (PMD) the incumbent will be responsible for the following duties:
- Managing the day-to-day implementation of the project, in line with OSCE rules and regulations, (including overseeing the budget, monitoring of pledges, and supervising financial and administrative tasks). Effectively and efficiently managing financial and human resources assigned to the project;
- In consultation with OSCE’s Fund Administration Unit as well as the Kyrgyz and Afghan Customs and Border Authorities, contributing to the project management of any building arrangements, adaptations and classroom fit out requirements for the Customs/ Border training facility;
- Designing and developing specific Customs and Border anti narcotic smuggling and detection training curricula in modular formats. Developing a contemporary national training curriculum, deliverable by Kyrgyz and Afghan Customs and Border trainers, to encompass all the revenue assessment, collection, protection, anti-fraud control and other demand led and proactive related functions of an efficiently and effectively functioning Customs and Border Services;
- Providing necessary details and inputs needed for the procurement of training aides and material resources, required to conduct training courses on Customs and Border control techniques;
- Laying down maintenance procedures, to ensure all training aides and material resources are kept in a serviceable condition, complement the needs of the courses and meet acceptable health and safety standards during their use;
- Mentoring qualified Customs and Border officials to ensure they have necessary modern training and knowledge transfer skills. Ensuring that the new Kyrgyz and Afghan Customs/Border Trainers are able to tailor the training;
- Identifying training gaps, which may reduce the effectiveness of the compliance, revenue protection and collection regime as being presently administered by Customs and Border Inspectorate; Establishing of co-operative links with national and international agencies, institutions and organisations with relevant border management training systems;
- Contributing to the development of international, intra-agency and interagency training and professional development courses using the Training Centre of the State Customs Service under the Government of the Kyrgyz Republic as a centre of excellence;
- Conducting training activities’ evaluations and other quality control and performance measurement activities. Carrying out modifications to maintain the relevance and sustainability of the training; Providing support to international and national experts assigned to the Customs/Border Training Centre;
- Establishing a system that records and updates individual Kyrgyz and Afghan Customs and Border officials’ training history;
- Drafting background papers, briefings, training sustainability strategies, project progress, monitoring and evaluation and other reports;
- Maintaining contact with international organisations and NGOs in order to avoid overlap and duplication and to identify possible partners and potential funding;
- Contributing to strategies to increase the level of visibility of OSCE projects in Kyrgyzstan; Assisting in arranging OSCE events, visits and other events with OSCE participation, where relevant to the project; Performing other duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of an OSCE participating State, excluding the citizenship of the country of the duty station;
- First-level university degree in Law, Economy, Social Sciences or other directly related discipline;
- Minimum 4 years of professional experience with a National Customs and/or Border Service or with international Customs/Border organisations including at least two years of established experience in a result-based project planning, implementation, management, monitoring and evaluation;
- Experience in international donor coordination frameworks/mechanisms;
- Holding a valid driving license and ability to drive using manual transmission;
- Professional fluency in English and Russian, both written and oral;
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
- Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, whilst remaining impartial and objective;
- Ability to operate Windows applications including word processing, internet and other software applications.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration subject to social security deductions is about US$ 3,991 to which Board and Lodging Allowance (currently EUR 132 per day subject to change without prior notice) is added. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
