General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum four years of relevant professional experience in the field of public administration, governance, political affairs, economics, democratization and/or rule of law
  • Minimum two years of experience in project management
  • Experience with political analysis and reporting, and in dealing with sensitive political situations and issues
  • Knowledge and understanding of regional political developments
  • Professional fluency in the English language, both oral and written
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Ability to operate Windows applications including word-processing and e-mail
  • Flexibility and ability to work under pressure, in difficult and isolated conditions, and with limited time frames
 
 
 
 
Tasks and Responsibilities

The Project Manager will be located in Novi Pazar and will be employed on a donor-funded project which fosters stability, reform, dialogue, capacity development and institution building in the region of south-west Serbia. Under the direct supervision of the Deputy Head of Mission and overall supervision of the Head of Mission, the Project Manager:

  1. Implements the established project objectives in accordance with the Mission's activities, mandate and strategic goals, with specific activities agreed with the Head of Mission, Deputy Head of Mission and Heads of Departments; liaises closely with relevant Mission staff and supports the Mission's departments in carrying out activities in the region;
  2. Manages the office and supervises two Project Assistants, consolidating the Novi Pazar Training Facility's position as a key resource for the OSCE Mission to Serbia, local civil society, and international community activities in the region; this will include actively planning activities, welcoming and briefing high level visitors, and facilitating different events;
  3. Monitors and analyzes political, security and economic developments in the region, through regular communication with all relevant local actors such as municipality officials, representatives of political parties active in the region, civil society, media outlets, international and religious community representatives, and others; this will require frequent travel throughout the six municipalities in the region;
  4. Develops and maintains efficient communication and information-sharing mechanisms with the Head of Mission's office as well as the Mission's four thematic departments through written submissions, oral briefing sessions, regular informal communication, and periodic travel to Mission's Headquarter in Belgrade;
  5. Engages in active outreach with other donors active in the area and representatives of interested diplomatic missions in Belgrade, working under the Head of Mission office's guidance;
  6. Performs other duties as required.

* Please note that this post is extra-budgetary funded. Therefore, the duration of the initial assignment and further extension will depend on the availability of funds.
