General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven experience in project management and co-ordination of tasks, activities and staff;
  • Knowledge of the current trends and methodologies concerning prevention and suppression of violent extremism and radicalization threats, particularly in the OSCE area;
  • Solid understanding of democratic development in post-conflict and multi-ethnic environments, with special focus on citizen involvement;
  • Professional fluency in the English language;
  • Ability to operate windows applications including word processing and email;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Desirable:

  • Familiarity with political and historical developments in Serbia and/or South-Eastern Europe.
 
 
 
 
Tasks and Responsibilities

Under the guidance of the Head of Mission and direct supervision of the Deputy Head of Mission and in close co-operation with heads of thematic programmes, the Project Co-ordinator:

  1. Manages and co-ordinates the extra-budgetary (ExB) project on "Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement";
  2. Implements project activities, in co-operation with the Mission's thematic programmes working in the areas of democratization, police affairs, media, and rule of law and human rights;
  3. Ensures effective management, supervision and control of Project funds and submits interim and final reports on Project implementation and impact, ensuring compliance with OSCE project and programmatic guidelines and administrative regulatory framework;
  4. Provides advice and support for the development, adoption and implementation of the host country's Strategy and Action Plan for the Prevention and Countering of Terrorism;
  5. Develops initiatives to promote inter-communal dialogue and civic/youth engagement in selected municipalities in Serbia;
  6. Maintains regular communication, and engages in active outreach, with the Serbian authorities and other national and international counterparts, including civil society, and ensures timely implementation of all Project components concerning the co-operation with civil society;
  7. Supervises the work of one national mission member;
  8. Performs other duties as assigned.

* Please note that this post is extra-budgetary funded. Therefore, the duration of the initial assignment and further extension will depend on the availability of funds. The Project is currently expected to run until 31 March 2018, with a possibility of extension.
