The Transnational Threats Department/Border Security and Management Unit (TNTD/BSMU) at the OSCE Secretariat responds to requests from participating States for specific expert advice and assistance on a wide range of border security and management issues and activities. The Transnational Threats Department was created in the OSCE Secretariat with a view to ensuring better co-ordination, strengthened coherence of action and more efficient use of OSCE’s resources in addressing transnational threats. It supports the Secretary General in functioning as the focal point of the Organization-wide programmatic activities that relate to countering transnational threats and in ensuring coordination and coherence of action across all three dimensions and among all OSCE executive structures, while respecting their mandates.
The OSCE Border Security and Management Concept (BSMC) promotes open and secure borders utilizing a comprehensive approach to border security and management. BSMC, along with other relevant OSCE commitments and mandates, provides a solid foundation for the work of the BSMU as one of the main TNTD pillars to combat transnational threats.

Tasks and Responsibilities |

|
Under an overall supervision of Head, Border Security Management Unit and the direct supervision of the Programme Management Officer and the Customs Adviser, the incumbent will be responsible for:
- Performing general office support services for the project, including a variety of clerical duties such as meeting, seminar and event organization, travel arrangements, reservations, and supplier and liability release forms and preparing and/or processing administrative requests/documents such as travel requests, expense claims, vouchers, visa applications, etc.;
- Assisting in administrative aspects of the project implementation and reporting by making logistical arrangements, assisting with procurement matters, monitoring the project budget expenditure, and following up with timely and accurate payments in compliance with the common regulatory and management framework;
- Drafting correspondence and documents including taking meeting notes, drafting administrative reports, drafting minutes, meeting reports and replies for routine correspondence; drafting procurement documents and terms of reference for consultants, project progress reports, other narrative and financial reports on the implementation of the ExB project;
- Maintaining regular communication with OSCE field operations, OSCE institutions, delegations of OSCE participating States and Partners for Co-operation, as well as with external partners among international organizations and nongovernmental organizations;
- Collecting information on project topics and preparing information for meetings, background files, PowerPoint presentations, and other forms of communication;
- Maintaining files (both paper and electronic) and databases, updating and maintaining distribution lists, maintaining proper records of project-related activities and correspondence, and compiling relevant statistics;
- Traveling and attending meetings, as assigned;
- Performing other related tasks as required.

Necessary Qualifications |
|

- Completed secondary education;
- A minimum of two years of relevant professional experience working in clerical or administrative positions;
- Strong drafting and reporting skills;
- Demonstrated organization and administration skills, including prior experience in organizing meetings and/or conferences;
- Computer literate with practical experience using Microsoft applications;
- Professional fluency in English, including excellent written and oral communication skills;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deduction, is EUR 2,831 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are made at step 1 of the applicable OSCE salary scale.
