Background    
     
   

Please note that the two positions are Extra-Budgetary (ExB) funded and are for 12 months. A possible extension and final duration is subject to the availability of funds.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equalstatus, and decisions are takenby consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

 

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

     
Tasks and Responsibilities    
     
   

This vacancy is for two positions with the same tasks and responsibilities. The selected candidates will be supporting different projects as per the description below:

 

Under the direct supervision of the Programme Management Officer and overall supervision of the Head of BSM, the candidate selected for one of the positions, will work 50% of his/her working time for the extra-budgetary project  “Training andDeployment of OSCE Mobile Training Team to Better Address Cross-Border Challenges in Identifying Foreign Terrorist Fighters in the OSCE Area” and the remaining 50% of his working time for another extra-budgetary project  “Combating Illicit Cross-Border Trafficking in Cultural Property in the OSCE are”.

 

Under the direct supervision of the Customs Adviser and overall supervision of the Head of BSMU, the candidate selected for the other position, will work 50% for ExB “Supporting OSCE participating States to join International Civil Aviation Organization’s Public Key Directory (ICAO PKD) to improve e-Passport security” and 50% for ExB  “Supporting OSCE participating States to develop and implement systems to collect biometric data in order to responsibly and properly identify terrorists, including foreign terrorist fighters, in compliance with domestic law and international human rights law”. 

 

All projects are managed and administered by the Transnational Threats Department’s Border Security and Management Unit.

 

The Project Assistants will provide support in the organization, and implementation of activities under the two ExB projects and will be responsible for:

 

  1. Performing general office support services for the project, including a variety of administrative duties such as meeting, seminar and event organization, travel arrangements, reservations, and supplier and liability forms and preparing and/or processing administrative requests/documents such as travel requests, expense claims, vouchers, visa applications, etc;
  2. Organizing logistical requirements for national trainings and capacity-building meeting. This includes preparing agendas, and other Project documentation for approval by the Project Manager, travel planning such as arrangement of accommodation (through submission of OTAs) and transport requirements, and maintenance of communication with all event participants and relevant OSCE staff;
  3. Assisting the Project Manager in drafting narrative and financial reports on the implementation of the project, as well as assists in preparing the presentations, briefing notes as requested;
  4. Collecting information on project topics and preparing information for meetings, background files, power point presentations, and other communications;
  5. Monitoring budget expenditure, giving estimates of costs for each project activities and proposing budgetary and/or expenditure adjustments;
  6. Performing other related duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by relevant training in administration, project management;
  • A minimum of three years of relevant work experience, including in project and financial management in an international environment;
  • Demonstrated organization and planning skills, including prior experience in organizing meetings and/or conferences;
  • Demonstrated research and analytical skills;
  • Outstanding co-ordination and organization skills, combined with strong attention to detail;
  • Professional fluency in the English language; knowledge of Russian and/or languages of the SEE region would be an asset;
  • Willingness to travel;
  • Ability to multi-task and adhere to tight deadlines;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Excellent computer skills, including Microsoft Office and Power Point.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,276 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
