Background    
     
   

Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 December 2020. The initial contract will be issued until 31 December 2019, with possibility of an extension.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria,  plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates. 

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). As part of its activities, the SPMU assists participating States (pS) in response to their request to address threats posed by criminal activity and supports general police development and reform. The project: "OSCE Guidebook on Intelligence-Led Policing (ILP), Regional Training Seminars and National/Regional Training Workshops on ILP for Law Enforcement Managers” is being implemented as part of these activities.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Police Affairs Officer, Adviser on Analysis and Reporting, the Project Assistant will provide administrative assistance in the organization, and implementation of activities under this ExB project and will be responsible for:

  1. Performing general office support services for the project, including a variety of administrative duties such as meeting, seminar and event organization, travel arrangements, reservations, and supplier and liability forms and preparing and/or processing administrative requests/documents such as travel requests, expense claims, vouchers, visa applications, etc.;
  2. Drafting correspondence and documents including meeting notes and reports, drafting administrative reports and procurement documents, replying to routine correspondence;
  3. Collecting information on project topics and preparing information for meetings, background files, power point presentations, and other communication;
  4. Monitoring project progress in close co-ordination with the Project Manager, and assisting in preparing project progress reports and other narrative and financial reports on the implementation of the ExB project, as required;
  5. Monitoring the project expenditure, ensuring that payments are processed correctly, following up on open payments and contributing to the final project performance reports to the donors;
  6. Liaising with external experts, donors, implementing partners and/or national authorities of the beneficiary countries on developing and implementing the capacity-building activities;
  7. Performing other related duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal training or studies in administration;
  • A minimum of three years of relevant work experience in an international environment;
  • Demonstrated organization and planning skills, including prior experience in organizing meetings and/or conferences;
  • Demonstrated research and analytical skills;
  • Experience in multilateral affairs, project management (implementation and evaluation) is highly desirable;
  • Experience in police reform-related programmes and projects would be a distinct asset;
  • Procurement, contracting and/or budget knowledge would be an asset;
  • Professional fluency in English, including excellent written and oral communication skills;
  • Knowledge of other OSCE languages would be an asset;
  • Computer literate with practical experience in Microsoft applications;
  • Ability to multi-task and adhere to tight deadlines;
  • Willingness to travel;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,276. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
