Please note that this position is extra-budgetary (ExB) funded and a contract will be issued for the duration of eight months.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring coordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

 

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). The Co-ordination Cell (CC) of the OSCE Secretariat’s Transnational Threats Department (TNTD), and in particular its Cyber Security Officer (CSO), supports the Secretary General, the Co-ordinator of Activities to Address Transnational Threats and the OSCE Chairmanship-in-Office in all cyber/ICT security related matters and acts as focal point for participating States’ requests for activities enhancing cyber/ICT security. TNTD/CC supports the participating States (pS), in particular the relevant Informal Working Group (IWG), in the implementation and further development of pertinent confidence-building measures (CBMs), in line with PC Decision No 1039 (welcomed by MC Decision No. 4/12) and PC Decision No 1106 (welcomed by Ministerial Declaration No 2/13). TNTD/CC also promotes efforts of the OSCE in this thematic area at international expert meetings and liaises with internal and external partners with a view to explore potential areas of co-operation and collaboration. As part of its activities, the TNTD/CC is implementing an Extra-budgetary funded project on the “Strengthening the work of the CBM 8 crisis communication network”.

     
Tasks and Responsibilities    
     

Under the supervision of the Cyber Security Officer, the selected candidate will provide support in the organization, and implementation of activities under this ExB project and will be responsible for:

 

  1. Organizing project-related events and activities, handling event administration, making associated travel and logistical arrangements and proactively communicating with event participants and expert speakers;
  2. Facilitating/moderating discussions, events and country visits as needed;
  3. Preparing locally tailored materials for Communication Checks, scenario-based discussions and meeting sessions;
  4. Acting as the main focal point for the CBM 8 PoC network, regularly liaising with government structures (ministries, cyber/ICT security agencies, CERTs etc.) that act as national co-ordination bodies for cyber/ICT security and updating the network with relevant cyber/ICT security information;
  5. Preparing documents and background materials for the enhancement of CBM 8, such as reports (donor reports, project evaluation reports and briefing papers);
  6. Monitoring budget expenditure and adjusting the project budget accordingly; 
  7. Performing other related tasks as assigned.

Necessary Qualifications    
     
  • Completed secondary education, with additional formal trainings in administration, project management, international relations, and/or cyber/ICT security;
  • A minimum of  4  years of work experience in administration or project management, preferably in an international environment;
  • Knowledge of national and regional cyber/ICT security developments, as well as international developments in this field would be a distinct asset;
  • Demonstrated planning, organisational, analytical and administrative skills, including prior experience in organizing meetings, trainings and/or conferences;
  • Excellent communication skills, experience in managing communication with high-level interlocutors is an asset;
  • Computer literate with practical experience in Microsoft applications;  
  • Ability to multi-task and adhere to tight deadlines;
  • Professional fluency in English, including excellent written and oral communication skills;
  • Knowledge of other OSCE languages would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
 

 

     
Remuneration Package    
     
 

Monthly remuneration, subject to social security deduction, is EUR 3,790 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
