The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.
The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). As part of its activities, the BSMU is implementing an Extra-budgetary funded project on the “Promotion of information exchange and support for the establishment of Advance Passenger Information (API) systems in the OSCE Area”.

Tasks and Responsibilities |

Under the direct supervision of the Associate Programme Officer, the Project Assistant will provide support in the organization, and implementation of activities under this ExB project and will be responsible for:
- Performing general office support services for the project, including a variety of administrative duties such as meeting, seminar and event organization, travel arrangements, reservations, and supplier and liability forms and preparing and/or processing administrative requests/documents such as travel requests, expense claims, vouchers, visa applications, etc;
- Organizing logistical requirements for all project activities (national workshops, OSCE-wide seminars, capacity-building consultations). This includes preparing agendas, and other project documentation for approval by the Project Manager, travel planning such as arrangement of accommodation (through submission of Official Travel Authorizations (OTAs) and transport requirements, and maintenance of communication with all event participants and relevant OSCE staff;
- Drafting correspondence and documents including procurement documents, project progress reports, other narrative and financial reports on the implementation of the ExB project, as well as other documents such as concepts, presentations, etc. as requested.
- Collecting information on project topics and preparing information for meetings, background files, power point presentations, and other communications;
- Monitoring budget expenditure, providing estimates of costs for individual project activities and proposing budgetary and/or expenditure adjustments;
- Liaising with international, regional and national governmental institutions and commercial entities with the purpose of collecting and sharing information and co-ordinating project-related activities;
- Performing other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Completed secondary education supplemented by formal training or studies in administration;
- A minimum of three years of relevant work experience, including in project and financial management in an international environment; previous experience with OSCE or other international organizations would be a distinct asset;
- Demonstrated organizational and planning skills, including prior experience in organizing meetings and/or conferences;
- Experience in organizing, developing and implementing counter-terrorism and information exchange assistance programmes and projects would be an asset;
- Good understanding of the functioning of Advance Passenger Information (API) systems, particularly in relation to its use as a tool in interdicting the travel of foreign terrorist fighters, would be an asset;
- Familiarity with the provisions contained in ICAO’s Annex 9 to the Chicago Convention and the WCO/IATA/ICAO Guidelines on API regarding the establishment of national API systems would be an asset;
- Professional fluency in English, including excellent written and oral communication skills;
- Knowledge of other OSCE languages would be an asset;
- Computer literate with practical experience in Microsoft applications;
- Ability to multi-task and adhere to tight deadlines;
- Willingness to travel;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deduction, is EUR 3,276 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
