Background    
     
   

Please note that this vacancy notice is for two extra-budgetary funded positions (one for 6 months duration and one for 9 months, initially).

 

The Transnational Threats Department (TNTD) plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

 

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

 

One post (9 months) is located in the SPMU which assists participating States (pS) in response to their request to address threats posed by criminal activity and supports general police development and reform.  The project:  "Anti-Trafficking in Human Beings and Smuggling of Migrants Training in Ukraine” is being implemented as part of these activities. The Project Assistant will assist with the implementation of the project which is aimed at strengthening Ukrainian law enforcement to handle trafficking of human beings (THB) and smuggling of migrants (SoM) cases as well as to better identify and refer victims of trafficking to competent institutions. 

 

The second post (6 months) is located in the ATU, which acts as the focal point for OSCE counter terrorism activities. The Unit assists OSCE participating States in implementing anti-terrorism commitments, thereby enhancing their overall capacities to prevent and combat terrorism. The Project Assistant will assist with the implementation of the project “Train-the-trainer and Training Courses on Countering Terrorist Financing”.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the relevant project manager, the incumbent(s) will provide programmatic and administrative support in the organizational aspects of project implementation and reporting. More specifically, they will be responsible for:

 

  1. Preparing documents and background materials on  issues of relevance to  the project’s activities such as various  reports (donor reports, project evaluation reports and briefing papers);
  2. Organizing project-related events and activities (capacity-building events, workshops, training courses, conferences and meetings), making the associate travel and logistics arrangements, and maintaining communications with all event participants and the relevant in-house staff;
  3. Monitoring budget expenditure;
  4. Liaising with international, regional and national governmental and non-governmental institutions to facilitate information sharing in the area of activity;
  5. Performing other duties as required.

 

In addition, the Project Assistant working with the SPMU will be tasked with:

 

  1. Assisting in the development of project activities and liaising with counterparts to facilitate their support and participation;
  2. Drafting terms of reference for the hire of consultants and implementing partner agreements; monitoring the implementation of activities and ensuring submission of reports by the implementing partners and consultants.

 

In addition, the Project Assistant working with the ATU will be tasked with:

 

  1. Preparing localized scenario materials for the exercise-based train-the-trainer and training courses on countering terrorist financing;
  2. Assisting in drafting a satisfaction survey (questionnaire) to be filled in by the participants and ensuring feedback is received;
  3. Contributing to preparing the annexes of the final report of the training courses  at the end of the year.

Necessary Qualifications    
     
   
  • Completed secondary education, supplemented by formal training or studies in secretarial or administrative work;
  • A minimum of 4 years of work experience in administrative or project management  including travel;
  • Procurement, contracting and/or budget knowledge would be an asset;
  • Demonstrated planning and organizing skills, including prior experience in organizing meetings, trainings and/or conferences;
  • Good drafting and reporting skills;
  • Computer literacy with practical experience with Microsoft applications;
  • Excellent written and oral communication skills in English;
  • For one post, working knowledge of Russian is a requirement; for the other post, working knowledge of Russian would be a distinct asset;
  • Knowledge of other OSCE languages would be an asset;
  • Ability to work under time pressure and to tight deadlines;
  • Discretion and experience working in a multilateral environment;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,790.  OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
