Background    
     
   

Please note that this position is extra-budgetary (ExB) funded and a one-year contract will be issued with the possibility of extension.

 

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field-related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The FSC Support section within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC by providing technical support and expertise. In this respect, the Section acts as a focal point and prepares reports and overviews on military information exchanged by participating States. The Section also fosters implementation of Confidence and Security-building Measures (CSBMs) and develops assistance projects with regard to Small Arms and Light Weapons (SALW) and Conventional Ammunition.

     
Tasks and Responsibilities    
     
   

Under the overall supervision of the Senior Forum for Security Co-operation (FSC) Support Officer and the direct supervision of the Project Officer, the Project Assistant will perform the following tasks:

 

  1. Supporting the Project Officer in the planning, implementation and completion of the ExB Project, as well as other related activities under FSC Support Section's projects, when necessary;
  2. Assisting in the drafting of proposals and concept papers of planned project related activities for review by the Project Officers;
  3. Assisting Project Officer in maximizing the impact of project efforts and assisting participating States in their efforts to implement SALW/SCA commitments;
  4. Organizing project related events, including preparing travel for the event participants, consultants and others as required and preparing project related events' materials;
  5. Researching background information from internal and external sources and assisting with the preparation of presentations;
  6. Taking minutes and drafting notes, summaries and reports;
  7. Maintaining an overview of project expenditure and assisting the Project Manager in financial and narrative reporting;
  8. Providing secretarial support, including distributing documents, maintaining paper and electronic filing systems, scheduling meetings, drafting correspondence and assisting with other project-related activities;
  9. Performing other duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal training (courses) in the field of secretarial, administration or management;
  • Minimum of three years of previous administrative experience, including project and financial management, in an international environment;
  • Professional fluency in English, including excellent oral and written communication skills; knowledge of other OSCE working languages is an asset;
  • Outstanding co-ordination and organizational skills; combined with strong attention to detail;
  • Accuracy in setting up and maintaining databases and complex filing systems;
  • Ability to work in a team and establish and maintain effective working relationships with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
  • Ability to operate Windows applications, including word processing and email.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,276. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
