Background    
     
   

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of Project Assistant (GS5) to support the Security Co-operation and Governance Programme in the implementation process of the “Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Montenegro through Trial Monitoring” Extra-budgetary (ExB) Project. Please note that this vacancy is open to the nationals, or holders of permanent residence permit, of Montenegro.

This is a temporary appointment limited to the duration of the ‘Trial Monitoring’ Project activities that is scheduled to end in year 2023. The initial contract will be issued for the standard period of time and extended subject to completion of the probationary period. Any following extension of the contract is subject to availability of the ‘Trial Monitoring’ Project funds and satisfactory performance.

     
Tasks and Responsibilities    
     
   

The incumbent will be based at the OSCE Mission to Montenegro and work under the direct supervision of the Project Officer (S2) and the overall guidance of the Security Co-operation and Governance (SCOG) Programme Manager. S/he will work within the limits of the Project timeframe and in the framework of the “Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in Montenegro” ExB project. The incumbent will assist the Project Officer in the implementation and monitoring of the Project activities and budget, with a focus on administrative and logistical support, reporting and follow up, providing general support to the project implementation based on the strategy and schedule defined by the Project Officer and the Programme Manager. Specifically, the duties of the incumbent will include administrative support in terms of preparation of all paperwork for processing payments, translation of relevant documents into local and English languages and assisting in drafting all forms of project relating reporting, as well as logistical support in terms of organization and implementation of project activities. The incumbent will also perform interpretation duties for the Project Officer in meetings with local officials.

Therefore, main duties and responsibilities of the incumbent will imply the following:

  1. Supports implementation of the Project activities, particularly with regard to programmatic (co-ordination of inputs of donors, synchronisation of reporting, monitoring implementation of OSCE component), administrative, budget and logistical framework;
  2. Provides narrative reports on the on-going processes and proactively pointing out possible obstacles to the implementation of the Project activities;
  3. Assists the Project Officer in gathering and analysing information from media, relevant stakeholders and civil society organizations field of fight against corruption and organized crime in Montenegro;
  4. Follows up with the donor and other international partners, if applicable, including Project Trial Monitoring Officers and Experts/Consultants, on administrative issues and collecting all administrative/financial documents required;
  5. Maintains regular contacts and ensuring timely communication with partners and stakeholders in person, phone or via other means as instructed by the Project Officer;
  6. Compiles and prepares draft Project reports, by gathering and analysing relevant information. Runs regular project budget and expenditure reports;
  7. Organizes, Co-ordinates and attends Project related meetings, seminars and conferences and provides written summaries and minutes of meetings;
  8. Provides English/Montenegrin translation of the Project related documents and interpretation, as necessary, during meetings;
  9. Maintains Project files, including organizing data and information, preparing and maintaining records, documents, and control plans for the monitoring of the Project implementation. Collects data and necessary information for the Project evaluation;
  10. Drafts Terms of References (ToRs) for the identified Experts/Consultants, prepares relevant documents for the respective Special Service Agreements (SSA) packages. Follows-up on the completion of all the related documentation, such as Official Travel Authorisations (OTAs), Invoices, Evaluations, etc.;
  11. Raises Purchase Requisitions (PRs) for goods and services required for the implementation of the Project activities as per the deadlines set and procedures to be followed;
  12. Processes financial and administrative paperwork of the Project (receipts, invoices and other documents) by verifying their accuracy and receiving the services in IRMA;
  13. Follows up on procurement and all other administrative arrangements and related issues with the Fund Administration Unit colleagues;
  14. Performs any other Project related duties as assigned.
     
Necessary Qualifications    
     
   
  • Completion of secondary education, preferably supplemented by formal courses or training in Administration, Project Management, or other related fields;
  • Minimum 4 years of the relevant work experience in project administration and implementation of related work preferably with an international organization;
  • Proven experience in providing administrative and logistical support with a basic knowledge of bookkeeping and reporting practices;
  • Proven experience in effective translation and interpretation between English and the local language. Status of a Certified Court Interpreter would be considered a strong advantage;
  • Experience drafting minutes and reports;
  • Experience conducting research and collecting information from a variety of sources, using different methods;
  • Experience in analytical, problem-solving and organizational activities;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and spoken communication skills in English and local language;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks;
  • Holding valid driving licence.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is EUR 1,284.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
