Job Title   Project Assistant

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of Project Assistant (GS5) to support the Security Co-operation and Governance Programme in the implementation process of the “Leaders Against Intolerance and Violent Extremism (LIVE)” Project. Please note that this vacancy is open to the nationals, or holders of permanent residence permit, of Montenegro. This is a temporary appointment, limited to the duration of the LIVE Project activity scheduled for the period not exceeding seven months: May 1, 2020 – November 30, 2020.

 

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the National Project Officer and the overall guidance of the Organized Crime Police Adviser, of the Security Co-operation and Governance Programme, the incumbent is responsible to support the Mission in implementation of the “Leaders Against Intolerance and Violent Extremism (LIVE)” Project activities. Specifically, the duties of the incumbent include administrative support in terms of preparation of all paperwork for processing payments, translation of relevant documents into local and English languages and assisting in drafting all forms of project relating reporting, as well as logistical support in terms of organization of training sessions and interim period activities implementation. In particular, the incumbent provides:

1.       Administrative support:

  • Acts as IRMA System focal point for the LIVE project activities: prepares Purchase Requests (PRs) for hotels/printing/other services to be submitted to the Chief of Fund Administration Unit and the Programme Manager for approval; follows up on procurement related issues and payments with the Fund Administration Unit colleagues, runs project costs and expenditure reports;
  • Processes financial and administrative paperwork of the project (receipts, invoices and other documents) by verifying their accuracy.

2.       Programme support:

  • Assists in the implementation of the project’s daily tasks and activities;
  • Drafts Terms of References for the identified Experts/Consultants, prepares relevant documents for the respective SSA packages, makes the required travel arrangements and follows on all the other related administrative arrangements; 
  • Supports with the organization of training facilities, catering, accommodation, and all other logistic support required for the successful completion of the project activities;
  • Provides administrative support to the project training participants whenever required;
  • Ensures that the LIVE training materials are adapted and available in the local language;
  • Follows training sessions on site for ensuring that the logistics requirements are met;
  • Upholds contact with training participants and supports preparation of project ideas during the interim period;
  • Helps with drafting of project-related correspondence and documents, prepares regular reports upon completion of a meeting, duty trip or any other project related event;
  • Whenever required, conducts background research and analytical overview of developments in areas relevant to the LIVE project, using a variety of information recourses;
  • Under the guidance of the National Project Officer, maintains efficient communication with relevant stakeholders;
  • Facilitates outreach activities to LIVE trainers, mentors and graduates, including, but not limited to, through social media;
  • Designs and drafts flow charts, schedules, graphs and tables; preparing files for potential and approved activities;
  • Conducts monitoring of the project activities by providing weekly and monthly reports;
  • Assists National Project Officer in drafting Project Progress Reports and Final Project Self-Evaluation Report;
  • Monitors and evaluates the performance of communication activities of participants, on social media;
  • Provides interpretation and translation services when required;
  • Keeps Rosters of the LIVE trainers and mentors up to date;
  • Maintains project’s hard and soft archives.

3.       Other duties as assigned, May be required to drive official vehicles.

 

     
Necessary Qualifications    
     
   
  • Completion of secondary education supplemented by formal courses or training in Administration, Project Management, Social Sciences or other related fields;
  • Minimum four years of the relevant work experience in project administration and implementation of related work preferably with another international organization;
  • Proven experience in providing administrative and logistical support;
  • Excellent minutes and reports drafting skills;
  • Awareness of current political situation in Montenegro and national efforts to address violent extremism would be considered an advantage;
  • Ability to conduct research and collect information from a variety of sources, using different methods;
  • Experience in analytical, problem-solving and organizational activities;
  • Excellent written and oral communication skills in English and local language;
  • Computer literate with practical experience with Microsoft applications;
  • Holding a valid driving license.
     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is EUR 1,284.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
