Background    
     
    OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of Project Assistant in the Security Co-operation and Governance Programme. The OSCE is committed to achieving a better balance of women and men within the Organization, and seeks for candidates who meet the core values and competences of the organization.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Organized Crime Police Advisor, the incumbent carries out the following duties:

 

  1. Assists in the design, development and implementation of projects and activities of the Programme;
  2. Through participation in meetings and other communication opportunities, establishes and maintains close relationships and regular contacts with national authorities, institutions and NGOs, as well as relevant international and regional partners in order to co-ordinate and arrange mutual programme activities;
  3. Assists in formulating recommendations, action plans, project proposals, budgets and reports on matters relating to the projects and activities of the Programme;
  4. Assists in organizing, co-ordinating and facilitating Programme training, roundtables, workshops and seminars;
  5. Keeps minutes from meetings, maintains the filing system including the Programme’s library, and updates/maintains electronic documents management system;
  6. Supports the Programme with the necessary administrative processes;
  7. Assists the programme with meeting management, travel, and other clerical support.;
  8. Maintain record of programme activities and projects with indicators of performance;
  9. Creates necessary documents and presents data using complex formats such as spreadsheets, charts, matrixes and databases;
  10. Drafts and maintains official correspondence in both English and Montenegrin languages, and complies summaries of meetings and project activities;
  11. Provides interpretation from English into the local language and vice versa at official meetings, translates and proof-reads written documents.
     
Necessary Qualifications    
     
   
  • Citizen or permanent resident of Montenegro;
  • Secondary school. Education supplemented by formal courses in project management, office organization or administration;
  • Minimum four years of the relevant work experience preferably with another international organisation or government agency in the area of security sector reform;
  • Good knowledge of project management;
  • Experience in analytical, problem-solving and organisational activities. Ability to conduct research and collect information from a variety of sources, using different methods;
  • Demonstrated ability to organize meetings, training workshops and other learning transfer events;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and oral communication skills in English and local language; 
  • Holding valid driving licence.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1,284.33 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions
