Background    
     
    Extra Budgetary Project, entitled, ‘Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Western Balkans through Trial Monitoring’ (hereinafter, the Project).  The duration of the contract will be from the date of hire until 31 December 2023, subject to satisfactory performance. 
     
Tasks and Responsibilities    
     
   

The Project Assistant will be hired as part of an Extra Budgetary Project entitled ‘Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Western Balkans through Trial Monitoring’ (hereinafter, the Project). Under the direct supervision of the Project Officer (Trial Monitoring Team Leader), the incumbent will provide programmatic support to the Project team, including co-ordination of logistical, financial, and other administrative support. The incumbent co-ordinates designated project activities in terms of administration and monitoring project implementation.

  1. Participates in concept and design of project activities;
  2. Assisting in the development and implementation of project activities, taking responsibility for those tasks assigned to him/her by the Trial Monitoring Team Leader;
  3. Ensuring that project activities are successfully implemented in accordance with the objectives of the Project throughout the project cycle, including designing action plans, budgets estimates, implementation plans, final reports and evaluations;
  4.  Engages actively (meets, communicates) with target groups/beneficiaries/interlocutors in order to build key support for the Project;
  5. Translating documents and communication upon request from the team;
  6. Establishing working relations and contacts with beneficiaries, and other organizations and institutions whose work is relevant to the Project;
  7.  In co-operation with the Budget Administration Office, seeks advance payments for activities and collects proper documentation (receipts, participant lists, etc.) to clear advances, prepares necessary Request for Goods for supplies, or purchases. The incumbent collects cash advances on her/his name and is held accountable for proper cash management and settlements;
  8. Preparing invitations, agendas, handouts and presentations for meetings, workshops, and conferences;
  9.  Assisting in the preparation of final reports and follow–up documentation for projects implemented;
  10. Arranging transport for team members or participants of team activities as requested.
  11. Organizes meetings, conferences, seminars, round table meetings, as requested, (booking premises, hotel rooms, transport, etc.). Whenever required also participates in meetings and prepares minutes/reports ;
  12. Maintaining up-to-date contact lists, files, reports, correspondence and other material relevant to the work of the team. Maintains the Project team’s archiving systems in both hard and electronic copy and project financial records;
  13. Collecting, reviews and sorts incoming mail, providing background files and information; dispatches outgoing mail, sends messages via facsimile and electronic mail;
  14. Drafting correspondence in English on the basis of instruction received and/or on the basis of own knowledge of the work;
  15. Performs other duties as required.
     
Necessary Qualifications    
     
   
  • Completed secondary education.
  • Minimum of four years of work experience in administration.
  • Project management experience including administrative/financial experience;
  • Computer literate with practical experience with Microsoft applications.
  • Excellent written and spoken communication skills in English and local languages.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1069.41 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
