Background  

The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability, or friendly relations between OSCE participating States.

HCNM is seeking a motivated individual to join the section dealing primarily with South-Eastern and Central Europe (CEE&West Section) and assist HCNM in the administration of projects related to the section’s work as well as the broader thematic work of the institution. 

     

Tasks and Responsibilities

     
   

Reporting to the Project Officer, the incumbent is responsible for the financial administration of assigned projects. Duties include: 

  1. Assisting with issues relating to project management (planning, contract details, how to deal with complicated structures, etc.);
  2. Operating within the framework of OSCE regulations and instructions;
  3. Completing payment request forms on behalf of project officers;
  4. Checking payment requests for correctness, adherence to agreements and regulations, and the adequacy of backup documentation;
  5. Inputting project related purchase requisitions on behalf of project officers;
  6. Liaising with relevant internal partners concerning the authorization and execution of payments for projects;
  7. Monitoring and reporting on the status of payments and project related accounts;
  8. Initiating payment corrections as necessary;
  9. Discussing and resolving problem cases in collaboration with the project officer and other partners as directed;
  10. Logging, monitoring, and following up on service requests;
  11. Participating in internal meetings and external meetings as assigned;
  12. Assisting in the planning and organization of events;
  13. Contributing to the development of project ideas and projects outlines;
  14. Assisting with cross-sectional and thematic projects as assigned.
     

Necessary Qualifications

     
   
  • Completed secondary education;
  • Four years of clerical and administrative experience, preferably in an international setting;
  • Computer literacy with practical experience in Microsoft applications, with knowledge of databases or ERP systems, such as Oracle, is an advantage;
  • Professional fluency in English, including related drafting skills. Knowledge of one or more languages of relevance to the CEE&West Section and/or Dutch would be an asset.
  • Ability to establish and maintain effective working relations with people of diverse cultural and religious backgrounds, gender, and political views, while remaining impartial and objective.
  • Proven interpersonal skills.
     

Remuneration Package

     
   

Monthly remuneration is EUR 3,381.00 (12 times a year). OSCE salaries are exempt from taxation in The Netherlands. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
