The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives. |

Tasks and Responsibilities |
|
|
|
|
|
|
|
This is a general support function role supervised by the National Training Officer, Border Management Staff College and if you are selected as the Project Assistant, you will perform the following duties:
Secretarial related:
- Compile programmatic reports;
- Prepare all relevant administrative documents;
- Draft/respond to official correspondence on programmatic matters on request from BMSC Director (also involves translation);
- Assist in establishing and maintaining contacts with the OSCE Delegations, government offices, international organizations, local authorities, and research institutions that are relevant for the implementation of Programme activities;
- Maintain a database relevant to the programme, including project information, background information, partner and other relevant interlocutors’ information;
- Collect documents and data related to projects’ and programmes’ planning and implementation status;
- Create and maintain an electronic calendar of all events relevant to the College, and disseminate calendar overviews in hard copy and electronic version to all BMSC staff on a regular basis;
- Provide briefing notes and assistance to the BMSC National Training Officer, and/or BMSC senior management upon request;
- When required provide interpretation/translation in English/Russian/Dari languages.
Programmatic related:
- Assist in arranging and organizing BMSC related events, inter alia, the Border Security and Management for Senior Leadership (BSMSL) courses and Staff Courses, as well as complementary events and activities;
- Assist in arranging and managing the selection process for BSMSL and Staff Course applicants;
- Conduct daily evaluations during Staff Courses and class room activity of BSMSL;
- Compile draft monitoring and evaluation reports of BSMSL and Staff Courses, as well as other BMSC activities, including of their mid-term outcomes as well as measurable impact;
- Update the BMSC website; draft press releases and news stories;
- Prepare a weekly news review on border security and management developments in Central Asia and Afghanistan;
- Assist in developing a follow-up strategy, including project outlines, documents and proposals and other requirements related to the follow-up, in co-operation with BMSC affiliates, international organizations or donors, as appropriate;
- Contribute to sub-project proposals, within the College’s yearly planning and multi-year outlook;
- Draft inputs for the College’s Activity Report and other regular reporting;
- Assist in preparation of training sessions in the College;
- Facilitate small groups of participants during the group works;
- Assist other BMSC staff on project-related issues (design, performance, evaluation and reporting,) throughout the entire project
- cycle.
Administrative related:
- Assist other BMSC staff in preparation of College’s Programme and Budget Outlines;
- Perform other related tasks as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Secondary education supplemented by formal training in office administration or project management;
- Four years of experience in program/project planning, management, monitoring and evaluation, and implementation including financial management;
- Computer literate with practical experience of Windows and Microsoft applications;
- Excellent oral and written communication skills in English, Russian and local languages;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. |
