The Section for External Co-operation is part of the Office of the Secretary General. It is the first point of contact at the headquarters level for international, regional and sub-regional organizations and initiatives. It is also responsible for liaising with the OSCE's Partner States, both Mediterranean and Asian.

This post is funded by Extra-budgetary funding and the expected project duration is anticipated to be until September 2014. Please note that the initial assignment for this post will be for 12 months.

Tasks and Responsibilities

Under the direct supervision of the Head of the Section for External Co-operation, the Programme Officer performs the following duties:

  1. Acts as OSCE Mediterranean Focal Point to facilitate and foster Track II interaction (informal dialogue between representatives of think tanks and academic institutions) between the OSCE participating States and the Mediterranean Partners for Co-operation, complementing and supporting the political dialogue and practical co-operation in the framework of the OSCE Mediterranean Partnership;
  2. Establishes and develops contacts with key entities in participating States and in Mediterranean Partner Countries, potentially interested in contributing to a network of interested think tanks and academic institutions focusing on comprehensive security issues in the Mediterranean Region;
  3. Liaises with the OSCE executive structures, with Delegations of Mediterranean Partners and participating States as well as with the OSCE Chairmanship and the Chair of the Mediterranean Contact Group (MCG) to ensure a coherent, inclusive and balanced approach;
  4. Regularly reports to the Secretary General, the OSCE Chairmanship, the Chair of the Mediterranean Contact Group and the MCG on progress and plans to gain support and guidance;
  5. Is responsible for the organization of meetings and events, including the design and implemention of relevant extra-budgetary projects, also ensuring adequate fundraising, in order to support activities and events aimed at facilitating the establishment of the network;
  6. Assesses the conditions of the possible creation of an OSCE-MED Centre for exchanges and studies on the Mediterranean Region by producing a concept paper with concrete recommendations on the way forward;
  7. Performs other duties as required.
Necessary Qualifications
  • University degree in public administration, public policy, management, international relations, political science, economic development, law, and/or other relevant field
  • Minimum of six years of relevant professional experience in project design and implementation, organization of meetings and liaison of events and consultations with potential partners
  • Ability to operate Windows applications including word processing and email
  • Excellent written and oral communication skills in English; professional fluency in French and/or Arabic is desirable
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities
  • Ability to work with people of different nationalities, religions and cultural background
