General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

 

     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature

 

     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced education/certified training course in a relevant field desirable

 

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Prior experience being on active duty within the military including Arms Control and Confidence and Security Building Measures;
  • Experience in peace-keeping operations and work within the field of conflict prevention and resolution;
  • Experience in managing diverse teams;
  • Project management experience;
  • Experience in drafting, editing, and producing reports and analysis of a political/military, political nature;
  • Professional fluency in English and working knowledge of Russian.

 

Desirable:

  • Experience of working in East Europe/former USSR and knowledge of regional affairs.

 

     
Tasks and Responsibilities    
     
   

Under the direction of the Mission leadership, the incumbent will be responsible for:

 

  1. Managing the Mission’s Conflict Prevention/Resolution Programme and co-ordinating the activities of the Political Military and Military Mission Members;
  2. Developing and implementing Arms Control and Confidence Building Measures in military, security and other spheres in support of the Transdniestria conflict settlement process;
  3. Advising the Head of Mission on political military issues, including those related to peacekeeping operations, and monitoring, analysing and reporting on the political-military processes within Moldova and evaluating the implications of these developments;
  4. Representing the Mission and facilitating contacts with representatives of the Republic of Moldova, the Russian Federation, local Transdniestrian officials and other military and civilian authorities on the full range of political-military issues covered in the Mission's mandate;
  5. Assisting in the design and implementation of SALW and Conventional Ammunition stockpile management projects in Moldova;
  6. Co-ordinating the Mission’s activities on monitoring and reporting on the situation in the Transdniestria region of the Republic of Moldova in accordance with the Mission’s mandate;
  7. Heading the Mission’s Program Management Cell set up to facilitate, monitor, verify and report on issues related to the withdrawal of Russian troops, arms and ammunition from the Transdniestria region of Moldova; administering the OSCE Voluntary Fund set up for supporting the Russian withdrawal;
  8. Supervising seven Mission Members of the Conflict Prevention and Resolution and Programme Management Cell Programmes: four International Seconded MMs and three Local MMs;
  9. Performing other duties as required.
