General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
First-level university degree in a field related to security and safety matters or evidence of specialized training or proven experience in rule of law or law enforcement, security and safety matters in a civilian or military environment;
Ability to identify and analyze emerging security problems and propose solutions.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
First-level university degree in a relevant field
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Previous management experience in terms of leading teams and implementing projects;
Practical experience in rule of law/human rights;
Working knowledge of international human rights standards;
Demonstrable ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while main-taining impartiality and objectivity;
Cultural sensitivity and judgment;
Flexibility and ability to work under pressure and with limited time frames;
Professional fluency in English, both oral and written, especially in terms of report writing;
Ability to operate Windows applications including word processing and e-mail.
Knowledge of the regional political situation and the legal system of the mission area;
Previous international work experience and/or experience in field missions;
Knowledge of the local language or most common lingua franca spoken in the mission area.
Additionally, this particular post has some (or the following specific requirements) specific require-ments:
Demonstrated extensive managerial experience in one or more areas: senior law enforcement management and administration, planning and/or implementation of the security sector reform; strategic development of police, including capacity building, development and imple-mentation of policies, regulations, projects and/or programmes, assessment and analysis of police institutional deficiencies;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and judgment;
Knowledge and understanding of theories, concepts and approaches relevant to democratic policing;
Strong organizational skills and a demonstrated ability to establish priorities and to plan, co-ordinate, and monitor the work of others;
Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint);
Flexibility and ability to work under pressure and with limited time frames.
Previous experience in peacekeeping operations or international policing;
Good knowledge of the conditions prevailing in Montenegro and mission mandate;
Practical experience in advising, coaching, mentoring local police in post-conflict environment;
Good knowledge of international organizations and networks co-operating to tackle cross border crime.
Tasks and Responsibilities
Under the direct supervision of the Deputy Head of the Mission (DHoM), the Security Co-operation and Governance (SCOG) Programme Manager discharges his/her responsibilities in leading and ef-fectively implementing the work of the SCOG Programme. He/she supports the Head of Mission (HoM) as a focal point for the co-ordination of the TNTD-related activities of the Mission. More specifically, the responsibilities of the incumbent will include:
Further developing and implementing the Mission's SCOG Programme in accordance with the Mission's mandate and other relevant documents;
Providing strategy development, programme/project planning, budgeting and implementation, and reporting in his/her area of responsibility;
Implementing programmatic activities (e.g. providing technical expertise and capacity building assistance) in support of the main rule of law and law enforcement institutions;
In close co-ordination with the TNTD, assisting the local authorities in countering new interna-tional and cross-border security challenges, such as organized crime, terrorism and trafficking in human beings, through the provision and co-ordination of specialist police advice and training;
Building and maintainsinga database related to the local policing and ensuring that information, reports and correspondence on policing matters are systematically filed as part of the Office's organizational memory;
Establishing and maintaining necessary contacts and building relationships with relevant local counterparts such as the Agency for Anticorruption, Ministry of Justice, Ministry of Internal Affairs, National Police, Ministry of Defense, State Prosecutors Office, international organizations operating in the mission area and local NGO¿s;
Co-ordinating and preparing the Programme's Unified Budget proposal established on a per-formance-based programme budgeting approach;
Acting as point of contact for specific request from the TNTD, especially related to manage-ment or planning and relaying of these requests to the Director/Coordinator; also acting as information contact for field operations and Institutions and other sections in the Secretariat regarding TNTD activities;
Identifying and proposing areas for potential programmatic activity; preparing project pro-posals including budget formulation; implementing approved projects and activities; proposing corrective action to any problems and issues that arise;
Monitoring the budget of projects being implemented and liaising with all relevant counter-parts, to ensure timely and accurate payment of expenditures;
Contributing to written output, e.g., speeches and talking points (for the Head of Mission), analytical notes, reports and input to reports on substantive aspects of the work of the Pro-gramme;
