Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:
- Second-level university degree in international relations, political science, security studies, public policy, public administration or another related discipline. A first-level university degree in combination with 2 additional years of experience is accepted in lieu of a second-level university degree;
- A minimum of 6 years of relevant experience, in a role entailing planning and policy analysis, project management, reporting, and development and dissemination of strategic communications in an international context, including 3 years in role(s) entailing management responsibilities;
- Experience working in post-conflict societies preferred, as is application of OSCE principles and best practices, including its comprehensive approach to security;
- Familiarity with the challenges to the inclusive security approach, including as regards women, youth, minorities, and disadvantaged social groups;
- Professional fluency in English, both oral and written;
- Comprehensive knowledge of the political context in Bosnia and Herzegovina;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
- Familiarity with the OSCE policies, procedures, practices and organisational structure;
- The ability to operate Microsoft Office applications, including word processing and email.
Desirable:
- Knowledge of Bosnian/Serbian/Croatian is preferred.

Tasks and Responsibilities |
Please note that this position is a new position, appointment is subject to further approval of the Unified Budget 2019.
The Programme Co-ordinator is the policy analyst for the Mission in the Politico-Military Dimension and for activities carried out by the Department of Security Co-operation. He/she collaborates with the Head of Department of Security Co-operation in long-term planning, and develops policy, strategy, concepts and programmes. He/she is responsible for normal administrative adherence to the OSCE Project Cycle Management system, and for the Departments internal and external communications, including coordination and finalization of all project proposals, monitoring and evaluation systems, and regular and ad hoc reporting. He/she deputises for the Head of Department of Security Co-operation and routinely participates and assists in the management of the Department as required. The incumbent reports to the Head of Department of Security Co-operation.
The incumbent will perform the following tasks:
- Co-ordinating the planning, development and execution of Department for Security Co-operation strategy, policy, projects and activities;
- Supporting the Head of Department for Security Co-operation in project management of individual work-streams within the unit as required;
- Providing analysis and advice to the Head of Department of Security Co-operation and to HoM as required on policy matters of the situations of BiH and international organizations within the area of comprehensive security and politico-military affairs;
- Contributing to policy discussions related to security co-operation and politico-military affairs among the Mission Senior Staff members, including conducting research on selected topics of the Mission interest, drafting background and working papers, and policy briefings;
- Formulating messaging to reflect Mission policy in the First Dimension;
- Developings Mission comprehensive security and politico-military policy, strategy and plans in accordance with Head of Department of Security Co-operation guidance;
- Reviewing output from other Department members as required to ensure that policies and information are accurately represented and to ensure appropriate use of language;
- Originating the Department of Security Co-operation and Mission output in the form of speeches, presentations, reports and memoranda for information dissemination as required;
- Consulting, co-operating, and liaising with designated representatives of: the OSCE Mission; BiH Ministries of Defense, Foreign Affairs and the Ministry of Security; the Armed Forces of BiH; the BiH Parliamentary Assembly; Office of the High Representative; European Union Delegation to Bosnia and Herzegovina; NATO Headquarters Sarajevo; European Union Forces (EUFOR); UNDP Offices in BiH, embassies of various countries, and others as necessary;
- Representing the OSCE, the Mission, and the Department, as required, for various events and within relevant supported initiatives;
- Deputizing for the Head of Department of Security Co-operation as required;
- Supervising the work of two project assistants/interpreters and the work of three project officers covering portfolios of compliance, security sector and governance reform, border management, disaster risk reduction, anti-corruption and cyber-security;
- Performing other duties as required.
