General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Minimum 6 years of progressively responsible experience, preferably in managing the co-ordination between organizational headquarters and their field representation, and/or in planning and co-ordination in a large (international) organization
  • Experience with project writing and project implementation, preferably of fairly complex initiatives
  • Experience with identifying and sharing of good practices in the field of democratization, education and/or human rights
  • Professional fluency in written and spoken English
  • Ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff
  • Excellent organisational skills, with ability to supervise others, work under pressure, manage multiple tasks and process large amounts of information
  • Professional proficiency using Microsoft Office computer applications


  • Good understanding of the mandate and the work of the OSCE Mission in Bosnia and Herzegovina
  • Understanding of the institutional landscape in Bosnia and Herzegovina and the overall political situation
Tasks and Responsibilities

Under the supervision of the Deputy Director (Operations) of the Human Dimension Department (HDD), the Programme Co-ordinator is the principal staff member responsible for the co-ordination of multi-section, multi-office or more complicated cross-cutting initiatives between the field and Head Office. This applies to major tasks coming from the Head Office and planned visits to the field by Head Office staff and, in the opposite direction, to project proposals and budget requests coming from the field and visits by field staff to the Head Office. Specific duties include:

  1. Reviews major tasks from Head Office management for the field and ensures smooth and even distribution to the relevant Heads of Field Office;
  2. Reviews cross-section and more complicated project proposals and budget requests from the Field and determines the appropriate recipients in Head Office for follow-up;
  3. Keeps track of all planned visits by Head Office staff to the field and ensures optimum relevance and efficiency of such visits; is similarly informed of visits to the Head Office and their optimum use;
  4. Identifies and shares good practice examples of project and advocacy activities undertaken by Sections and/or field offices, with other field offices, other Sections or external partners; Researches HDD projects and activities with an emphasis on (potential) cross-cutting and cross-section initiatives, in particular by providing data and other inputs from the field,  in order to of enhance synergies and cohesion;
  5. Co-develops and supervises monitoring and evaluation initiatives and activities in the Human Dimension Department;
  6. Assists and advises the HDD Management on field co-ordination and planning related issues as requested;
  7. Performs other tasks as required.
