Background    
     
    The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced candidate for the position of Programme Assistant.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the National Politico-Military Officer, the incumbent performs the following duties:

  • Submits purchase requisition requests through the Integrated Resource Management System(IRMA) system;
  • Drafts all relevant financial and administrative documents, including contracts with implementing partners;
  • Assists in developing documents and proposals as well as financial and other requirements related to the follow-up, in co-operation with implementing partners and governmental authorities;
  • Assists in organizing official visits and participation on the conferences: as travel arrangements (flight tickets, accommodation, visas etc.), venues etc.;
  • Compiles background material and draft papers for seminars and conferences as list of participants, agenda’s etc.;
  • Drafts as required correspondence with national; and international partners and minutes from meetings, conferences;
  • Assists in establishing and maintaining contacts with government offices, international organizations, local authorities, and research institutions that are relevant for the implementation of Program activities;
  • Maintains a database relevant to the program, including project information, background information, partner and other relevant interlocutors’ information;
  • Performs interpretation and translation from and to Tajik, Russian and English;
  • Contributes to the reporting and periodical analytical reports of the Department;
  • Works with the National Politico-Military Officer to identify risks and issues affecting the programme as a whole;
  • Attends and briefs subsequently on relevant meetings, roundtables, workshops, conferences and other events, organized by other organizations;
  • Performs other duties as assigned.  

 

     
Necessary Qualifications    
     
   
  • Minimum 4 years working experience in a related field, part of which should preferably have been in an international environment dealing with finance and administrative issues;
  • Solid experience in project cycle management, including project monitoring and reporting;
  • Experience from field work outside Dushanbe, and a good knowledge of the different regions of Tajikistan;
  • Excellent written and oral communication skills in English, Russian and Tajik;
  • Computer literate with practical experience in Windows and Microsoft applications;
  • Ability to work with people of different nationalities, religion and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
