Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas:  Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.
     
Tasks and Responsibilities    
     
   

Under the direct supervision and guidance of the Chief of Police Development Unit, the incumbent provides programmatic, project management, administrative, financial, logistics and coordination support to the Police Development Unit.

More specifically, the incumbent:

  1. Collects data and as instructed by the supervisor, drafts and/or reviews project proposals/budget estimates/reports/self-evaluations of projects presented by Project Managers and drafts other project-related supporting documentation in cooperation and coordination with the Chief of Unit
  2. Assists in the administrative and logistic requirements of project related activities, provides advice and guidance on applicable project-related administrative, finance and human resources rules, regulations and procedures within the project management cycle to PDU staff as appropriate. Liaises with FAU as appropriate
  3. Assists in the preparation of detailed specification of goods and services to be purchased; prepares Purchase Requisitions in IRMA and follows-up on procurement procedures ensuring that the required goods/services are available in timely manner; receives services in the system; follows-up on payment
  4. Drafts correspondence and facilitates inter- and intra-departmental communication and coordination of project-related administrative, finance and human resources matters necessary for the implementation of project activities. Organizes project-related meetings and events, prepares background papers and project-related briefing material and presentations for internal and external use
  5. Compiles and keeps records and electronic and hardcopy project-related files
  6. Performs other related work as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education supplemented with training in administration or project management field;
  • At least 4 years of related work experience, including writing project proposals, reports, budgets, evaluations, administration and monitoring of projects implementation, preferably in international organization
  • Computer literate with practical experience in Microsoft packages and experience with ORACLE applications, Integrated Resource Management Application system, DocIn database;
  • Excellent verbal and written communication skills in English and local language(s);
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate gender perspective into tasks and activities.

Remuneration Package    
     
   

* Change in location proposed within OSCE Unified Budget for 2020.

Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.41.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
