OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas: Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats. |

Tasks and Responsibilities |
|

|
|
|
|
|
Under the direct supervision of the Senior Democratic Governance Officer and overall guidance of the Chief, Democratic Governance and Social Cohesion Unit (DGSCU), the incumbent provides programmatic, linguistic and administrative support. More specifically, the incumbent:
- Contributes in the project identification and implementation of the programmatic activities of the Democratic Governance and Social Cohesion Unit, through participation in meetings, and organization of events, focusing on administrative and technical support, including tasks related to recruitment of experts, procurement, event management, and communication with speakers/participants.
- Maintains liaison with relevant counterparts and stakeholders, as appropriate.
- Assists in the establishment of project/activities’ budgets and monitors implementation by controlling the expenditures against budget allotments; prepares financial and other monitoring reports on an agreed basis and reports on developments accordingly.
- Follows the developments in the democratic governance programmatic areas, prepares draft briefing materials, provides input for analyses of relevant media, laws and regulations, various reports, official documents in English and in local languages.
- Provides translation and/or consecutive interpretation during meetings and all forms of programmatic events, and provides administrative support for the events; translates, as applicable, media, legal, administrative or technical documents and various types of correspondence from local languages (Macedonian and Albanian) to English and vice versa.
- Provides assistance in the preparation of background materials and briefing packages for internal and external use (i.e. training, workshops, capacity building activities, meetings, etc.).
- Performs other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Completed secondary education, supplemented by formal training in languages, administration, or project management;
- Minimum four (4) years’ of work experience in multicultural education, decentralization, public administration reform, elections, preferably in multi-ethnic, post-conflict environments;
- Established knowledge of and experience in project cycle management and procedures for preparation and implementation of projects;
- Computer literate with practical experience in Microsoft applications, including experience with Oracle or other ERP systems;
- Excellent verbal and written communication skills in English and in local languages (Macedonian and Albanian), including demonstrated ability to translate and interpret consecutively;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |

* Please note that the position title and grade is subject to approval of the OSCE Unified Budget for 2019.
Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.41.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
