Background    
     
    OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission’s current activities focus on police development, strengthening of local government institutions, developing projects in the areas of rule of law and media development and implementation of the Ohrid Framework Agreement
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Police Adviser the incumbent:

  1. Provides active support in the implementation of the Police Development Unit projects by communicating with national counterparts and when applicable implementing partners on behalf of the Project Manager; provides inputs during Project Management planning and keeps accurate track of all project related documentation; Provides assistance in administrative and logistic issues related to organization of conferences, round tables, workshops, trainings, seminars, etc.; Liaises with other Mission’s Departments and Units to ensure that the internal policies and procedures are followed for the purposes of project implementation
  2. Provides direct support to the Project Manager during field visits and meetings with interlocutors and attends security meetings, briefings, etc. in their respective AORs; Plays active role in identifying issues to be addressed at Department’s level, thus contributing to the early warning mechanism
  3. Researches for background information of interest to the Police Development Unit activities and establishes and keeps a network of contacts in the specific police operation field/area of responsibility
  4. Provides translation and/or consecutive interpretation during meetings, conferences, seminars, and training courses and translates, as applicable, legal or administrative documents, training materials and correspondence from local languages to English and vice versa
  5. Monitors local media (printed and electronic) and reports regularly on relevant police issues; Provides other relevant information in order to facilitate the project implementation
  6. Schedules appointments for the supervisor(s), arranges and co-ordinates meetings, produces minutes of meetings; drafts and maintains correspondence and other relevant material; Executes administrative and logistic tasks in relation to the functioning of the PDU
  7. Performs other duties as requested
     
Necessary Qualifications    
     
   

The candidates should have the following minimum qualifications:

  • Citizenship of the former Yugoslav Republic of Macedonia;
  • Completed secondary education, supplemented by formal studies in Languages, or administration;
  • Minimum three (3) years of work experience with established ability to translate and interpret, preferably acquired in an international organization, established experience in police related projects;
  • Computer literate with practical experience with Microsoft Office applications;
  • Excellent written and oral communication skills in English language and in the local language(s); 
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and responsibilities;

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,183.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
