The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Tasks and Responsibilities |

|
Under the overall supervision of the Deputy Co-ordinator /Head, Economic Activities and the direct supervision of the Senior Economic Officer, as Programme Assistant you will perform programme and project support and administrative functions for relevant OCEEA programmatic activities in the Economic Governance Unit.
More specifically, you will be responsible for the following:
- Assisting in project development, monitoring and reporting, preparing preliminary project budgets, providing administrative and logistic support throughout the whole implementation process;
- Providing independently full logistical support in organizing events, workshops, seminars and thematic meetings, including high level events;
- Disseminating relevant information on activities of the OCEEA/Economic Governance Unit (EGU) related to ongoing, past and planned projects, publications to delegations, NGOs, institutions, donors, international organizations and other partners, as appropriate;
- Administering all OSCE tailor made IRMA applications;
- Providing overall support in the co-ordination of activities relevant to the OCEEA mandate within EGU by keeping and updating the consolidated unit calendar, co-ordinating and monitoring deadlines in co-operation with other OCEEA units and management and keeps supervisor and other professional officers abreast of required action needed;
- Drafting extra-budgetary project proposals in the area of economic governance, designing preliminary budget breakdowns and assisting in conducting project budget review;
- Reviewing project funding in accordance with the OSCE financial regulations, budget monitoring, liaising with all involved parties to ensure timely and accurate payment of expenditures; tracking unit budget and expenditures, and maintaining a centralized system of available core and extra-budgetary resources for the OCEEA;
- Co-ordinating the procurement of project/office necessities by administrating i-Procurement including preparation of the Terms of Reference, evaluating, liaising with the suppliers and following-up on all pending matters;
- Preparing financial reports to the donors; drafting outgoing correspondence, presentations, reports and summarizes financial statistics; identifying financial discrepancies in project/programme disbursement, following-up with relevant offices/missions;
- Co-ordinating all logistical arrangements related to event organization in close liaison with hosting authorities and local staff, including but not limited to, by hiring local staff, interpreters, reserving meeting venues, organizing hotel accommodations and travel logistics, etc.;
- Providing administrative support to the OCEEA Professional Staff, facilitating logistical, travel, and other related administrative tasks, as well as complements projects designed and implemented by professional staff of the OCEEA;
- Drafting outgoing correspondence, invitations, presentations, reports and summarising financial statistics and follow-up on pending matters, etc.; generating statistical material, such as charts and graphs, transmits information and stores documents as electronic files;
- Assisting in the recruitment of short term staff, consultants, interpreters by drafting the Terms of Reference, liaising with DHR and the candidates; training short-term staff (interns, short-term assistants, etc.);
- Performing related duties as assigned.

Necessary Qualifications |
|

- Completed secondary education, preferably supplemented by formal courses related to the work of the organization;
- Four years of progressively responsible administrative work;
- Experience in project/programme assistant roles is a distinct asset;
- Organizational and planning skills;
- Accuracy and attention to detail;
- Ability to work with minimum supervision;
- Professional fluency in the English language, with excellent written and oral communication skills;
- Ability to work in a confidential environment and maintain a high level of discretion;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Knowledge of the Organization’s administrative and financial regulations, administrative rules and procedures is an asset;
- Familiarity with the work of the OCEEA, its objectives and channels of communication is an asset;
- Computer literate with practical experience in Microsoft applications.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deduction, is EUR 3,878 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
