Background    
     
    The Programme Assistant is supervised by the Head of the department and provides programme and project monitoring and evaluation support for all department initiatives and activities. The incumbent supports the development and implementation of appropriate monitoring plans, processes and systems; provides administrative and technical support for the co-ordination of the department Programme Budgeting cycle, including assisting in compiling and editing relevant strategy documents; supports department staff in the planning, monitoring and evaluation of their projects and programmes; and compiles general background information for the preparation of project proposals and project reports.
     
Tasks and Responsibilities    
     
   
  1. Assists in the development of project monitoring and evaluation plans and reports andcommunicates Monitoring and Evaluation (M and E) information for department staff andPolicy, Planning and Programme Co-ordination Unit;
  2. Assists project personnel with M and E tools and supports them in their use; supports projectstaff in developing performance indicators to track project results and monitors overallprogress on achievement of results;
  3. Develops and maintains monitoring schedules for all Economic Environmental Department(EED) projects; provides regular feedback and reports to the Head of EED and relevant Project Managers on the status of monitoring of respective projects and activities;
  4. Monitors all EED project activities, expenditures and progress towards achieving the project output; contributes to the documentation of programme events such as meetings, events and workshops; gathers data from the field staff, follows up on activities; participates in and co-ordinates the timely collection and analysis of all programme performance data and success stories;
  5. Monitors the sustainability of project results and suggests strategies to the Head of EED and Project Managers to improve the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  6. Prepares regular and ad hoc reports including monthly, quarterly, half-yearly and annual progress reports on all project activities to the Project Managers;
  7. Provides inputs, information and statistics for quarterly, annual and other reports of the POiB (project self-evaluation reports, PBPR);
  8. Performs other related duties on cross-dimensional issues;
  9. Performs other related duties.

Necessary Qualifications    
     
   
  • Completed secondary education;
  • Minimum of four years of relevant work experience;
  • Experience in project/activity monitoring and evaluation;
  • Computer literate with practical experience in Microsoft Office applications;
  • Demonstrated analytical and research skills;
  • Excellent written and oral communication skills in English and Russian. Knowledge of a local language.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 823.75 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
