Background    
     
   

The Programme Assistant is supervised by the Head of the Politico-Military Dimension (PMD) and provides programme and project monitoring and evaluation support for all PMD initiatives and activities. The incumbent supports the development and implementation of appropriate monitoring plans, processes and systems; provides administrative and technical support for the coordination of the PMD Programme Budgeting cycle, including assisting in compiling and editing relevant strategy documents; supports PMD staff in the planning, monitoring and evaluation of their projects and programmes; and compiles general background information for the preparation of project proposals and project reports; translates programme and project documents; and provides interpretation services as needed.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Head of PMD, the incumbent performs the following duties:

1. Assists in the implementation, monitoring and reporting of projects:

  • Assists the Head of PMD in co-ordinating the PMD Programme Budgeting cycle, including assisting in compiling and editing relevant strategy documents (Programme Outline, Unified Budget proposal, Programme Budget Performance Report) and the elaboration of associated planning schedules;
  • Provides information and advice for PMD staff in the planning, monitoring and evaluation of their projects and programmes;
  • Assists in the preparation of project narrative and financial reports, activities and budget requirements for Unified Budget (UB) and Extra-Budgetary (EXB) projects;
  • Compiles general background information from available sources for the preparation of project proposals and project reports;
  • Performs duty travel as necessary to perform monitoring and evaluation functions of PMD project activities;
  • Compiles data on the beneficiaries of project/programme activities (e.g., by geographical, gender or other demographic characteristic), and create presentations about such data as instructed by Head of PMD (with input from Policy and Planning Unit).

2. Provides support for the preparation and implementation of visiting delegations:

  • Prepares information for briefings on relevant projects;
  • Assists in preparation of visits of OSCE delegations in Kyrgyzstan (arranges travels and accommodations) and takes minutes of meetings.

3. Provides translation/interpretation services relating to PMD programmatic activities, such as:

  • Translates a variety of written materials from English to Russian and from Russian to English, including newsletters, bulletins, forms, letters, menus, memorials, notices and teaching materials;
  • Provides translation and interpretation at meetings;
  • Provides translation and interpretation of technical terminology.

4. Performs other related duties on cross-dimensional issues.

5. Performs other related duties as requested.

Necessary Qualifications    
     
   
  • Completed secondary education;
  • Four years of relevant work experience;
  • Experience in project/activity monitoring and evaluation;
  • Computer literate with practical experience in Microsoft Office applications;
  • Excellent knowledge of English and Russian. Knowledge of local language.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 812.33 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
