Under the supervision of the  Rule of Law Officer, the incumbent will perform programme/project related tasks in the human rights, legal and penitentiary system reform.

This is a maternity replacement vacancy for 6 months with a possibility for an extension.

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

  • compiles general background information from available sources for the preparation of project proposals and project reports;
  • collects, registers, reports and maintains information on project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, follows up on all aspects of the project, including project formulation and provision of functional support to project implementation; in coordination with partners for implementation assesses program implementation and other related issues;
  • reports regularly to the Programme Manager and to the Rule of Law Officer, prepares various written outputs, draft background and briefing papers;
  • collects and verifies documents and data; assemble and edit basic data required for planning and negotiation, as instructed by the Programme Manager and the Rule of Law Officer; checks project documents for clarity, consistency and completeness;
  • provides inputs for all reporting exercises (regular and ad hoc), drafts and notes for the supervisors on specific issues and topics as and when requested;
  • provides accurate interpretation when necessary for the Programme Manager and the Rule of Law Officer and other international staff members as requested to do so, during official meetings;
  • receives visitors and responds to routine requests for information;
  • compiles general background information from available sources for the assigned sector or area;
  • design and draft supporting flow charts, schedules, graphs and tables; maintains institutional memories or other documentation systems to record programme and project history and ongoing activities; 
  • organises and coordinates transportation needs for the implementation of projects;
  • supports the project/programme implementation through secretarial support in making arrangement and appointments for meetings with implementing partners;
  • monitors use of all-staff electronic calendar making sure that all relevant information on meetings, duty travels and leaves is well maintained and communicated within the programme;
  • elaborates electronic and paper filing systems ensuring all relevant project documentation is available;
  • organises meetings, seminars, round-table discussions and trainings;
  • organises project related travel documents;
  • assists in the preparation of project narrative and financial reports, activities and budget requirements for Unified Budget and Extra-Budget projects;
  • assists in the preparation and implementation of visiting delegations;
  • attends and contributes to briefings for visiting delegations on matters relating to the penitentiary reform, in particular introduction of the probation service;
  • assists in preparation of visits of OSCE delegations in Kyrgyzstan (arranges travel and accommodation) and takes minutes of meetings; provides inputs for all reporting exercises (regular and ad hoc);
  • drafts and notes for the supervisor on specific issues and topics as and when requested;
  • provides accurate interpretation when necessary for the Programme Manager and Rule of Law Officer and other international staff members as requested to do so, during official meetings; 
  • receives visitors and responds to routine requests for information;
  • operates all office equipment (copier, folding machine, typewriters, computers, etc.);
  • provides translation/interpretation services in Rule of Law Programme, such as: translation of a whole variety of written materials from English to Russian/Kyrgyz and from Russian/Kyrgyz to English, including newsletters.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

  • University education in criminal law, public policy, international human rights law or other human rights related fields;
  • Advanced education/certified training course in a relevant field desirable;
  • Minimum 3 years of relevant, diversified and progressively responsible experience in the field of criminal law and human rights;
  • Collegial and co-operative work style and ability to work co-operatively with other organisations, in particular governmental ones, towards common goals;
  • Skills to maintain effective working relationships with people of different national and cultural backgrounds with all Programme Offices staff and with the Programme Office ’s interlocutors and governmental counterparts;
  • Ability to plan, implement and solve problems effectively and efficiently;
  • Ability and willingness to work long hours under tight deadlines;
  • Ability to operate Windows applications, including word processing and e-mail;
  • High degree of fluency in written and oral English, Russian and Kyrgyz languages.

Remuneration Package

 

 

 

 

 

 

 

Monthly remuneration, subject to social security deductions is 780.58 EUR/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
