Background:
The incumbent is assigned to the Project Co-ordinator in Uzbekistan (PCUz) Politico Military Dimension (PMD) to provide secretarial, administrative and programmatic assistance to the dimension. The Unit consists of five staff: the incumbent and one other Programme Assistant G5, Senior Programme Assistant, G6 and two National Project Officers.
Tasks and Responsibilities:
Under the guidance of PMD National Project Officers, the incumbent performs the following duties:
Research and Analysis Functions
- Undertakes researches for information on ongoing issues in Uzbekistan in the area of politico-military development from all available sources, including media monitoring, contacting relevant bodies to identify information relevant for all and follows relevant issues on a daily basis;
- Communicates and co-ordinates internally in all matters related to the PMD, with all PCUz units, and as requested by the supervisor, externally with NGOs, local and central governmental institutions, international organizations, and relevant OSCE Secretariat units.
Project Management Functions and Reporting
- Receives project proposals, advises implementing partners, streamlines proposals and assists the National Project Officers in developing an integrated strategy for PCUz PMD projects, planning, implementation and reporting;
- The incumbent reviews project proposals submitted to the PCUz on PMD issues, identifies strengths and weaknesses, and provides the supervisor with recommendations on which proposals fall within the PMD programme and should be considered for funding. The incumbent works with potential implementing partners on work-plans, budgets and timelines, translating documents not submitted in English.
- The incumbent monitors implementation of projects, through regular visits, review of financial and programmatic reports and project deliverables. He/she produces project evaluation reports and provides implementing partners with suggestions on how to improve performance. He/she provides assistance to implementing partners in project management and financial planning through meetings and in writing.
- On behalf of the PMD, the incumbent attends local seminars, meetings and conferences issues and reports on conclusions reached and recommendations made, if requested by the supervisor.
Administrative/Secretarial functions
- Assists in organizing official visits and conferences; compiles background material and drafts information for seminars and conferences; drafts as required correspondence, reports, evaluations, analyses and justifications, which may be of a confidential nature within the assigned area of responsibility
- Proactively co-ordinates with relevant PCUz units (in particular FAU) and renders administrative support, such as raising PRs, travel arrangements for PMD colleagues as well as for project partners, ensures the availability of office supplies; arranges for the procurement of office and project material needed.
- Makes appointments for the supervisor and maintains his/her calendar; arranges meetings; receives visitors, places and screens telephone calls and responds to routine requests for information; maintains a follow-up system on responses due, reminds the supervisor orally and in writing of the observance of deadlines; keeps the supervisor informed of any foreseen difficulties,
- Maintains and updates files of reports, correspondence and other relevant material; keeps record of reports received; classifies and codes materials being filed. Performs interpretations and translations from and to Uzbek, Russian and English as directed by the National Project Officers;
- Performs other duties as assigned.
Minimum Qualifications:
- Secondary education supplemented by formal training in administration, accounting, project management;
- Minimum 4 years working experience in project management or programme implementation preferably in an international environment with experience in reporting, interpretation and translation;
- Computer literate with practical experience in Microsoft packages; Work experience within the ORACLE-based system will be an asset;
- Excellent written and oral communication skills in English, Russian and Uzbek languages;
- Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package
- Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
