Background    
     
    The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.
     
Tasks and Responsibilities    
     
   

The Programme Assistant will work under the Countering Security Threats and Regional Co-operation Unit at the Politico-Military Department. This is a general support function role supervised by the National Politico-Military Officer, and if you are selected as the Programme Assistant, you will perform the following duties:

  • Submitting purchase requisition requests through the Integrated Resource Management System(IRMA) system;
  • Drafting all relevant financial and administrative documents, including contracts with implementing partners;
  • Assisting in developing documents and proposals as well as financial and other requirements related to the follow-up, in co-operation with implementing partners and governmental authorities;
  • Assisting in organizing official visits and participation in the conferences: as travel arrangements (flight tickets, accommodation, visas etc.), venues etc.;
  • Compiling background material and draft papers for seminars and conferences as list of participants, agenda’s etc.;
  • Drafting as required correspondence with national and international partners, as well as minutes from meetings, conferences and other related events organized by the CST&RC Unit;
  • Assisting in maintaining contacts with government offices, international organizations, local authorities, and research institutions that are relevant for the implementation of project activities;
  • Maintaining a database relevant to the project, including project information, background information, partner and other relevant interlocutors’ information;
  • Performing interpretation and translation from and to Tajik, Russian and English;
  • Contributing to the reporting and periodical analytical reports of the project unit and the Department;
  • Working with the National Politico-Military Officer to identify risks and issues affecting the project as a whole;
  • Attending and briefing subsequently on relevant meetings, roundtables, workshops, conferences and other events, organized by other organizations;
  • Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Secondary education supplemented by studies in international relations, project management, finance, economy or related field;
  • Minimum four years working experience, part of which should preferably have been in an international environment, in project management and administration, including project background analysis, monitoring and reporting, as well as interpretation and translation skills;
  • Experience from fieldwork outside Dushanbe and a good knowledge of the different regions of Tajikistan;
  • Knowledge and understanding of context and contemporary security threats in the region of Central Asia, related to issues of arms and explosive hazards risk reduction and response;
  • Excellent written and oral communication skills in English, Russian, and Tajik;
  • Computer literate with practical experience in Windows and Microsoft applications;
  • Possession of a valid driving license, ability to drive 4x4 vehicles with manual transmission;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
